Position Description


The Archives Manager will provide leadership and coordination within the Elections Operations Department of the Harris County Clerks Office. This role is responsible for overseeing access to professional stewardship of and daily management and maintenance of the Harris County Elections archives. As the Institutional Records Manager the Archives Manager will ensure the archives organization preservation and secure storage.


Duties and Responsibilities:
  • Manage and maintain the archives ensuring proper on-site storage organization and preservation of both hard copy and digital election records in full compliance with Harris County and State of Texas regulatory requirements.
  • Develop implement and maintain procedures and policies including a comprehensive Standard Operating Procedures (SOP) manual and the Harris County Archive Management Operations Plan to ensure secure storage safekeeping and professional care of election records and materials.
  • Serve as the institutional gatekeeper by managing and monitoring access removal and return of election records and materials coordinating the logging of all access requests to ensure only authorized personnel gain access.
  • Coordinate and oversee internal and external use of archive records managing the process for granting permissions and conducting audits to identify records for inclusion or return to the archives collections
  • Prepare and maintain archival records and computer databases including detailed descriptions and metadata to support effective retrieval and management of archive files.
  • Develop and lead archive training programs to instruct staff on records management best practices and the transfer of relevant election records to the permanent county archives.
  • Prepare bi-annual archive reports by June 30th and December 31st or as requested by the Operations Director.
  • Demonstrate flexibility and willingness to be cross-trained to support other election operations and administrative functions as needed.

Requirements

Education and Experience:


Knowledge Skills and Abilities:
  • Knowledge of Harris County and State of Texas election archive preservation requirements including proper storage protocols and procedures for maintaining two-year election records.
  • Strong understanding of governmental regulations and legal compliance particularly related to archival records and responding to external requests under the Freedom of Information Act (FOIA).
  • Excellent organizational skills with keen attention to detail.
  • Demonstrated ability to communicate effectively both verbally and in writing with staff internal departments and external stakeholders.
  • Proficient with Microsoft Office Suite document scanners and other office equipment.
  • Understand best practices for this dual role related to supervision of staff and overall personnel management.
