Are you passionate about making a real impact on community health Do you have a knack for navigating complex governance and policy We have an incredible opportunity for a Community Health Center Board (CHCB) Liaison to join our dedicated team and play a pivotal role in shaping the future of healthcare in Multnomah County!
As the CHCB Liaison you wont just be an administratoryoull be the linchpin that connects our patient-majority governing board with the Multnomah County Community Health Centers senior leadership.
Key Responsibilities in this role include:
Serving as the primary liaison and strategic leader for the Community Health Center Board (CHCB). This includes independently managing all aspects of the CHCB program from strategic planning member recruitment and training to ensuring strict compliance with federal state and local laws. Youll also be responsible for advising executive leadership on key policies and their impact on the health center.
Oversee all operational and evaluative functions of the CHCB. This involves developing and administering board self-evaluations conducting data analysis to inform program development and budget and independently managing contracts procurements and vendor relationships. You will also address concerns and complaints from various stakeholders by conducting root cause analysis and implementing solutions.
Lead all aspects of Community Health Center Board (CHCB) meeting preparation and logistics. This includes independently developing agendas in collaboration with key leaders coordinating with staff and external vendors to ensure all materials technology and support services (like childcare and language support) are in place. You will also maintain public meeting records in compliance with state law.
Serve as the central hub for all CHCB communication training and strategic support. You will develop communication tools provide ongoing training and mentoring for members and facilitate connections with internal and external partners including the Board of County Commissioners. You will also assist with strategic planning emergency preparedness and balancing the boards needs with governance requirements.
Act as a key educator and facilitator for the board. This includes developing communications and training materials for both the board and staff and educating the community on the boards role. You will also facilitate the boards critical functions such as the budget review CEO selection and policy adoption while ensuring all HRSA requirements for board composition are met.
Lead as the primary subject matter expert and coordinator for all CHCB strategic initiatives and community engagement. You will research and develop proposals for community partnerships events and advocacy opportunities as well as coordinate the CHCBs participation in various community-based initiatives from VIP tours to focus groups.
Lead all promotional and communication efforts for CHCB activities. This includes creating a comprehensive calendar of events developing promotional materials in collaboration with internal and external teams and managing requests for information from news agencies and intergovernmental bodies. You will also facilitate connections with other county governance groups to support the boards work.

Minimum Qualifications/Transferable Skills*:
Any combination of experience and training that would likely provide the knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be as noted below. All non-traditional education training and experience will be evaluated.
Education/Training: Equivalent to a bachelors degree. (In lieu of a degree we will consider relevant education and experience)
Experience: Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.

The ability to speak fluently in Spanish and English (Language testing may be required)
Experience working with Individuals and Communities Living in Poverty

Project Management experience

Location: Gladys McCoy Building - 619 NW 6th Ave Portland OR 97209. This position is eligible for hybrid telework however the incumbent must reside in Oregon or Washington.
Schedule: Monday - Friday 8am - 4:30pm
Note: All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. We are not able to sponsor H-B1 visas F1 or STEM OPT.
