The Health Employee Relations Manager manages and supervises the Health Human Resources (HR) employee relations team; provides leadership and consultation on employment policy and contract interpretation; and develops an engagement strategy to proactively address issues impact team or individual performance; and assists with workplace conflict this role youll manage a team conducting investigations regarding possible violations of personnel policies and the union contracts including performance issues claims of harassment retaliation ethics fraud and others and assist in the implementation of recommended actions. You will partner with internal employment and labor attorneys and other internal or external investigative bodies as necessary. Additionally this position advises on obligations and rights under the Public Employee Collective Bargaining Act and collective bargaining agreements. Collaborating and coaching department management on investigation performance management corrective action grievance conflict resolution just cause progressive discipline and arbitration processes are also roles of the position. This position drives change efforts and workforce planning strategies by building collaborative trusting and credible relationships with staff.
As the Health Employee Relations Manager you will:
Supervise plan direct and manage and administer a human resources employee relations function(s); lead develop and implement programs and strategic planning; provide leadership in the development of human resources policies procedures and business practices.
Evaluate goals objectives priorities and activities to improve performance and outcomes.
Recommend and establish administrative controls and improvements; develop procedures to implement new and/or changing regulatory requirements.
Supervise staff; actively mentor and share knowledge with professional staff on the Human Resources team.
Monitor and analyze current laws and regulations and ensure policies and agreements comply.
Supervise and manage the Health Departments Americans with Disabilities Act (ADA) program.
Respond to inquiries and questions from applicants managers supervisors and employees; interpret and apply human resources policies and procedures collective bargaining agreements benefit plan provisions; provide advice and counsel in assigned areas of responsibility.
Provide general assistance to the HR Director in the administration of assigned human resources activities or provide technical support to others engaged in a specialized human resources discipline; work with managers and other staff to identify and resolve human resource issues.
Conduct research following a prescribed research design; use descriptive statistics to analyze data for a variety of situations problems and studies; use analytical data to answer specific questions or make appropriate changes to a system; gather and compile raw data from a variety of sources; conduct surveys and analyze results.
Provide expert guidance to other departments the general public and/or outside agencies; represent the county to the public elected officials other agencies governments and organizations including making presentations participating in meetings and conducting community outreach.
Act as representative on committees inter-agency task forces special projects and other community outreach activities.
Respond and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions.
Provide consultation to Health specific boards such as the Community Health Center Board coordinated care organizations etc. that may impact Health Department work and services and/or serve as a funding partner with the Health Department.
Collaborate with department and county leadership for communication events/functions and connection to external partners to ensure consistent message for the Health Department and county.
Develop administer assist and monitor budgets; participate in forecasting additional funds for staffing and resources; identify obtain and manage funding from grants and community partners; participate in the interpretation negotiation management and enforcement of contracts; coordinate the finalization of budgets to ensure the timely submission of the department budget.
Educate department leadership on risk assessment and budget development for equity concerns and healthcare trends.

Minimum Qualifications/Transferable Skills*:
Education or training equivalent to bachelors degree.
Three (3) to six (6) years of relevant experience that demonstrates the ability to perform the duties of the position.
Must be able to pass a Multnomah County Sheriffs Office background investigation which may include being fingerprinted.

SHRM or other HR Professional Certification
Ability to establish a strong rapport and professional credibility with individuals in order to influence at all levels of the organization including senior management and union representatives
Ability to objectively coach employees and management through complex difficult and emotional issues
Experience conducting HR investigations and making recommendations
Strong oral and written communication skills; able to communicate effectively with a diverse set of stakeholders
Deep understanding of disparities that inform equity driven approaches to the work
Experience managing in a union environment

Routine Telework: This position is designated as routine telework meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. Everyday Multnomah County staff work together to serve as a safety net for our communities. During a disaster this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather natural disaster or other types of community emergency response. During these emergency responses while typically there begins with a call for volunteers county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
