We are hiring a Permitting Officer for our production site Rotterdam Maasvlakte.

The Permitting Officer is responsible for handling all new permit applications with relevant authorities (environmental water building etc.). The role involves independent discussions with permitting authorities to ensure alignment on requirements and how they translate into permits. Internally you will collaborate with the Environmental Engineer and Compliance Assurance Manager to ensure clarity of permit requirements and guide departments on how to translate compliance requirements into programs and actions. You will also liaise with external experts to facilitate the preparation of high-quality executable permits.

Your role in creating a sustainable future

  • Manage the full permit application processes including administrative and technical preparation and discussions with relevant authorities..
  • Oversee the implementation of permit regulations and maintain them in the permit management system.
  • Support the organisation in using and navigating the permit management system.
  • Develop and maintain procedures for permit applications and ensure a good working relationship with permit officers at relevant authorities.
  • Keep the legislation register up to date and monitor new legislation communicating its impact to stakeholders.
  • Ensure compliance with environmental legislation by translating legal responsibilities into local procedures and working with the various engineering disciplines HSE and external experts.
  • Handle required registrations and ensure they meet legal standards.
  • Liaise with the Compliance ENvironmental Engineer to ensure that specific permit regulations such as Air Control Plans and other mandatory plans (e.g. Energy Efficiency Plan) remain up to date and are transferred into operational systems and requirements.
  • Advise Maintenance and Project departments on relevant legislation and permit requirements and regulations.
  • Play an active role in the Management of Change (MoC) procedure and ensure understanding and application of relevant regulations and standards as e.g. IED BREF and Dutch BAT documents.


Keys to success in this role

  • Bsc or Msc preferably in chemical- or environmental engineering;
  • Min of 8 yrs experience in permit application implementation and permit assurance;
  • Experience with environmental management with demonstrable knowledge of permit processes and Seveso plants incl MRA MER ABM VR
  • Understanding of chemical processes
  • Skilled in Project management (building teams engaging stakeholders set timelines due dates prios)
  • Knowledge of relevant legislation regulations and standards as the dutch omgevingswet Seveso and e.g. IED BREF Dutch BAT (PGS)
  • Good understanding of the need for compliance and what it means for a production site.


This position is located at Neste Rotterdam refinery in Rotterdam the Netherlands.
