This position is located in the Executive Directors Office of the Colorado Department of Natural Resources. The work unit exists to guide and supervise the activities of the eight Divisions within DNR in the development preservation and enhancement of Colorados natural resources for the benefit and enjoyment of its citizens both now and in the future.

Description of Job

OPEN TO STATE OF COLORADO RESIDENTS ONLY

The purpose of this position is to act as a senior advisor to the Executive Director Deputy Executive Director Policy Director Colorado Energy and Carbon Management (ECMC) Commission Director Division of Colorado Parks and Wildlife (CPW) Director Division of State Land Board (SLB) Director Division of Reclamation Mining and Safety (DRMS) Director Division of Water Resources (DWR) Director and Governors Office regarding issues legislation and state and national policy developments concerning natural resources energy development that may impact Colorado. The position is responsible for recommending developing negotiating and communicating policy options on energy issues that reflect the priorities of the department and its divisions. Responsibilities include contributing to the determination of annual policy plans and goals that integrate the agencys mission and goals; and determining implementation of policies guidelines and rules. Position testifies at congressional legislative and general assembly hearings represents DNR in dealings with federal agencies local governments and special districts in the region and serves as liaison to the Governor and other state departments related to energy issues.

Minimum Qualifications

Experience Only:

Nine (9) years of relevantprofessional experience in natural resource policy public policy energy development and/or management or natural resource management at least one year of which must have been related to energy policy issues.

Or

Education and Experience:

A combination ofa bachelors degree in public policy law political science public administration energy development and/or management natural resource management or in another field of study directly related to the assignmentand/orprofessional experience in natural resource policy public policy energy development and/or management or natural resource management at least one year of which must have been related to energy policy issuesequal to nine (9) years


Substitutions
A combination of work experience in the occupational field or specialized subject area of the work assigned to the job which provided the same kind amount and level of knowledge acquired in the required education may be substituted on a year-for-year basis for the bachelors degree.


A masters or doctorate degree from an accredited college or university in a field of study related to the work assignment may be substituted for the bachelors degree and one or two years of general experience respectively.

Preferred Qualifications
  • A masters or law degree or advanced degree in a field of study directly related to the assignment
  • Demonstrated experience in the public sector in a fast-paced high-volume environment
  • Demonstrated experience in public sector policy strategy and analysis in areas related to the position (energy development renewable energies oil and gas)
  • Demonstrated experience as a liaison or spokesperson for an organization to stakeholder groups
  • Demonstrated experience and understanding of the federal state and local regulatory and legal environment that impacts subject areas of the job
  • Strong interpersonal skills
  • Current or former State experience relevant to this position.

The current work arrangement for this position is as follows:

  • This is a Hybrid position - Work is primarily performed from a home office however the selected candidate will at times report to the office at 1313 Sherman Street - Denver CO for meetings trainings and projects as directed by the supervisor.

Supplemental Information

A salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience education certifications and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
