Mekong-Australia Partnership Support Unit (MAP)

The Mekong-Australia Partnership Phase 2 Support Unit (MAP SU) funded by the Australian Governments Department of Foreign Affairs and Trade (DFAT) aims to provide efficient and effective support and enabling services and delivery of selected MAP activities as directed by the Mekong Hub at the Australian Embassy in Bangkok Thailand to ensure that Australia is a trusted and visible partner in supporting a resilient inclusive and sustainable Mekong subregion.

MAP SU delivers the Leadership and Skills program and enabling services for the Transnational Crime (MAP-TNC) program. It also supports programming by providing administrative logistical and/or technical support and assistance in the execution of parts of MAP such as organising events conducting training or managing specific components.

MAP-TNC aims to build deeper and stronger cooperation between Australia and Mekong countries to address transnational crime (TNC) specifically illicit drug trafficking child sexual exploitation (CSE) and financial crimes. The desired end of program outcome is that Mekong subregion partners better prevent and counter targeted TNCs. This includes working with Australian Government Agencies (AGAs) to guide activity design planning and reporting; liaising with regional partners; understanding and tracking TNC trends and Mekong government responses; and identifying and where appropriate encouraging opportunities to facilitate regional responses to TNC threats.

MAP SU provides enabling services to the MAP-TNC portfolio.

About the role

The Monitoring Evaluation and Learning (MEL) Coordinator Transnational Crime will work under the Team Leader to support data collection analysis and reporting for the MAP-TNC program. Collaborating with Country Coordinators MEL advisors and regional teams this role ensures accurate monitoring of program activities contributes to annual planning and reporting and manages knowledge-sharing platforms. The MEL Coordinator provides MEL guidance facilitates research coordination supports administrative functions and plays a vital role in demonstrating the programs impact to DFAT and stakeholders through effective data and information management.

Key responsibilities

  • Act as the MEL focal point supporting integration of MEL across MAP-TNC activities and partners.
  • Assist Country Coordinators with MEL data collection surveys reports and documentation.
  • Compile and maintain MEL tools trackers and data for accurate monitoring and reporting.
  • Coordinate data collection analysis and learning using qualitative and quantitative methods.
  • Lead preparation of MEL reports that demonstrate program effectiveness and inform planning.
  • Support the development of knowledge sharing materials and provide administrative support for information sharing.
  • Engage with stakeholders by responding to information requests and supporting evaluations and workshops.
  • Advise on MEL tool design ensure compliance with DFAT standards safeguarding and ethical practices.


Selection criteria

  • Tertiary qualifications in international development MEL social sciences or related fields with 5 years MEL experience preferably in donor-funded or DFAT programs.
  • Proven expertise in mixed methods MEL approaches data capture analysis reporting and partner-level MEL coordination.
  • Experience or knowledge preferred in the transnational crime context in Southeast Asia.
  • Strong skills in designing and implementing MEL tools to support data collection sharing and reporting.
  • Ability to produce clear insightful MEL reports and facilitate collaborative reflection workshops.
  • Knowledge of ethical MEL practices including GEDSI-sensitive and locally led evaluation approaches.
  • Excellent interpersonal stakeholder management and communication skills including bilingual proficiency in English and a Mekong region language.
  • Commitment to gender equality disability inclusion ethical data use and fostering a learning culture within teams.
