Under limited supervision to perform engineering support to the Water Management Department in the collection and analysis of civil engineering data. Responsibilities may include reviewing development plans for compliance to city specifications functioning as a project manager for capital improvement projects and providing technical knowledge to City staff elected officials and the general public.

Primary challenges of this position include balancing technical requirements and regulatory standards with cost efficiency community needs and sustainability ensuring essential services such as water wastewater and reclaim are delivered reliably and efficiently during the installation of new systems and the upgrade of existing infrastructure.

Computers equipped with specialized software for design and analysis such as MicroSoft Office HighQ Civic Clerk ESRI AutoCAD cell phones general office equipment (multi-line phone printer copier plotter)
VI. Key Competencies Required
Is very knowledgeable of water treatment/distribution and wastewater collection/treatment practices and methods. Has thorough knowledge of the policies procedures and activities of the City and familiar with water/wastewater and engineering practices. Has thorough knowledge of State and municipal code zoning ordinances and City and State standard specifications affecting the implementation of the Citys overall water management planning programs. Is well versed in OSHA TDEC and EPA regulations. Has comprehensive knowledge of the terminology principles and methods utilized within the department. Is knowledgeable and proficient with computers.
Read analyze and interpret general business periodicals professional journals technical procedures or governmental regulations. Write reports business correspondence and procedure manuals. Effectively present information and respond to questions from groups of managers customers and the general public.
Work with mathematical concepts such as probability and statistical inference and fundamentals of plane and solid geometry and trigonometry.
Apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Deal with nonverbal symbolism (formulas scientific equations graphs etc.) at the highest level. Deal with a variety of abstract and concrete variables.

Education and Experience:
The required knowledge skill and abilities to satisfactorily perform job duties are normally acquired through attainment of a bachelors degree in civil or environmental engineering Project Management or related field (B.S.) plus four to five years of related experience and/or training with a focus in water and sanitary sewer; or equivalent combination of education and experience.
