Job Overview

The objective of the role is to provide technical consulting services for Stage 2 of two Nuclear Units Construction Project for a duration of 30 monthsthrough the permanent presence at the headquarters and the main requirement will be to analyze and/or verify the documentation issued by the EPCM Contractor for Engineering Services and Procurement and Construction Management for the completion of two Units of the NPP by a team of experts specialized in various disciplines. The key expert must have significant experience in the implementation of similar projects having the role of advising the Beneficiarys team in all technical and management aspects necessary in Phase 2 of the Project.

Note: A similar project is understood as a nuclear power plant construction project or a CANDU nuclear power plant refurbishment project.

Main responsibilities:

  • Advise the team in all technical financial and management aspects necessary to achieve the objectives of Phase 2 and the preparations related to Phase 3 of the Project.
  • Monthly activity reports and attendance sheets showing the number of hours worked monthly for the staff who will carry out permanent activities.
  • Analyze and/or verify the documentation issued by the EPCM Contractor based on Work Orders
  • Verification reports of the technical documentation issued by the EPCM Contractor
  • Have access to the planning documentation related to the development of the Project for the purpose of permanent monitoring and evaluation of the degree of achievement of the LNTP objectives.
  • Advise on the quality of the documentation received from the EPCM Contractor and on decisions with an impact on the development of the Project (critical construction road procurement decisions construction strategy etc.).
  • Manage and monitor all the activities carried out by the Consultants team being directly involved in the review and endorsement of the documents (by signing the reports in the endorsed or approved section) issued by the Consultant so that they meet the requirements of the Project and the contracting entity.
  • Coordinate and monitor the Consultants team of key and non-key experts in order to use the appropriate personnel for each work order issued by the Beneficiary.
  • Establish the objectives of the Consultant correlated with the objectives of the contracting entity and the methodology for implementing the LNTP contract.
  • Ensure continuous and transparent communication both within the Consultants team and in the relationship with the Buyer promptly addressing any questions or problems that arise and permanently monitoring the degree of satisfaction in relation to the services provided and participates in the meetings organized in relation to the Project.
  • Ensure the allocation of the Consultants resources necessary to achieve the objectives of the contract so that the project schedule is respected.
  • Permanently analyze the risks related to the performance of the contract and proposes solutions for the recovery of schedule or project cost lags in cases where they occur.

Qualifications:

  • University studies completed with a bachelors degree graduation degree or equivalent in one of the fields of Mathematics and Natural Sciences Grade 1 and Engineering Sciences Grade 2 with at least 5 years of experience in the field of graduate studies.
  • Leadership role in CANDU-type nuclear power plant construction projects or CANDU-type nuclear power plant refurbishment having a top management role in the implementation team of the Construction Phase with a duration of at least 6 months for a period from 6 to 15 months (inclusive) with a duration of 15 to 24 months (inclusive) or with a duration of more than 24 months. A management role means having one of the following positions within the project:
    • Project Director or
    • Deputy Project Director or
    • Director of Engineering or his Deputy or
    • Construction Director or his Deputy or
    • Director of Material Management/Supply Chain or similar
    • (PIF) Commissioning Director
