Position Overview:
This is a pivotal role in which youll be responsible for the full life cycle management of over 200 active contracts for MCSO from initiation to completion. Youll play a crucial part in ensuring proper processing and tracking of contracts developing work procedures consistent with policies and collaborating with suppliers and contractors to develop procurement agreements. Your expertise will ensure all contracts meet County standards.
Primary Responsibilities:
Perform complex contract oversight for programs ensuring timely processing of contracts to meet service needs.
Develop and coordinate specialized requests for proposal projects particularly those involving complex contracting arrangements.
Work with suppliers on requirements gathering and contract development coordinating with Purchasing during the sourcing phase.
Coordinate and oversee the work of collaborating agency members in providing contract services to customers.
Develop and coordinate activities of collaborating agencies stakeholders and various committees to ensure contract compliance with County rules and regulations.
Develops requests for procurements/contracts/amendments into language which reflects an accurate interpretation and implementation of policies principles and program needs. Edits Contract statements of work submitted by Contractors; into legally sufficient language compliant with PCRB rules ORS 279 PUR-1 CON-1 FINs.
Research and analyze specialized areas or customer needs compile data and prepare proposals and reports.
Implement recommendations and develop/monitor contracts and other funding sources to ensure payments comply with the scope and schedule.
Interview and negotiate with provider representatives regarding quality compatibility availability price and terms of service.
Provide technical assistance and support to programs in developing work statements payment terms insurance levels measurable program outcomes and appropriately written special conditions clauses and provisions.
To Qualify
We will consider any combination of relevant work experience volunteering education and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.
Minimum Qualifications/Transferable Skills:
Equivalent to a bachelors lieu of a degree additional qualifying experience will be considered on a year-for-year basis.
Must have at least three (3) years of experience in contract development/negotiation ensuring contract compliance and contract administrations services.
Must pass a criminal records and employment references check.
Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However keep in mind we may consider some or all the following when identifying the most qualified candidates. Please clearly explain in your application how you meet any of the following preferred qualifications/transferable skills.
Experience with governmental contracting processes.
Experience with Jaegger and Workday.
CPPB or CPPO certification.

ADDITIONAL INFORMATION:
This recruitment may be used to fill full-time part-time temporary limited-duration and on-call positions.
Pay Range: $41.51 - $51.03 hourly
Type of Position: Hourly overtime eligible represented by the AFSCME Local 88 union.
Schedule: Monday Friday day shift schedule.
Work Location: Hybrid Telework (a combination of working onsite at the Columbia Gorge Corporate Center and at a telework location) arrangements may be available for this position after an onsite training period has been completed. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is the Columbia Gorge Corporate Center located at 2955 NE 172nd Pl Gresham OR 97230.
Candidates that must relocate to accept the position are eligible for moving expenses reimbursed up to $2500 with submission of expense receipts.
