    POSITION SUMMARY:


    Assist in the daily operation of the Howard County Industrial Pre-Treatment Program.


    STARTING SALARY HIRING RANGE:
    $23.87 - $27.74
    $49650 - $57699

    CLASS DESCRIPTION:

    Performs intermediate technical level licensing inspections and regulations support work under general supervision from a technical superior. Work includes performing specialized review services essential to the successful operation of the licenses and permits division and the contracted residential waste hauler program.

    ESSENTIAL DUTIES AND RESPONSIBILITIES


    Include the following. Other related duties may be assigned.

    • Prepares reports both in written hard copy and by a computer database that is related to the monitoring of inspections and progress.
    • Conducts surveillance and inspections of permitted establishments to identify if any violations to Federal and/or Local regulations have been committed.
    • Performs minor investigations related to water and sewer maintenance to ensure quality assurance and quality control.
    • Assists in regular industrial user monitoring which includes facility inspections for pretreatment equipment and waste minimization.
    • Assists in sampling of Industrial Facilities and Waste Haulers.
    • Performs minimal care and maintenance of county vehicles.
    • Assists in the financial billing of the industrial users.
    • Assists with administration sections responsibilities as needed.
    • Is responsible for enforcement of County and Plant policies and procedures.
    • Performs drinking water sampling of Howard Countys Water Supply System.
    • This position is considered emergency essential and as such the incumbent may be required to report for regular work shift during inclement weather or when an emergency situation arises.

    SUPERVISORY RESPONSIBILITIES:

    This job has no supervisory responsibilities.

    MINIMUM REQUIRED EDUCATION/EXPERIENCE

    High School Diploma or GED and three (3) years of experience in related field or equivalent combination of experience and education.


    PREFERRED EDUCATION KNOWLEDGE SKILLS AND ABILITIES:

    • Some college environmental courses or related science courses at an accredited college or university level.
    • Ability to work independently.
    • Industrial Wastewater Class I Operators License.

    • While performing the duties of this job the employee is occasionally exposed to wet and/or humid conditions moving mechanical parts fumes or airborne particles toxic or caustic chemicals outside weather conditions.
    • The noise level in the work environment is usually moderate.

    LANGUAGE SKILLS MATHEMATICAL SKILLS AND REASONING ABILITY:

    • Ability to write routine reports and correspondence.
    • Ability to communicate effectively with the public.
    • Ability to effectively present information in one-on-one and small group situations to customers clients contract personnel and other employees of the organization.
    • Ability to add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals.
    • Ability to compute rate ratio and percent and to draw and interpret bar graphs.
    • Ability to regularly use independent judgment analysis evaluation creativity and consultation to interpret and carry out instructions presented in written oral or diagram form
    • Ability to adapt to frequent changes in workload.
