JOB SUMMARY

This job is responsible to implement a multi-phase redevelopment. It is responsible for providing project leadership while focusing on safe patient-centered care innovative technology greater capacity improved clinical outcomes and patient flows.

The Director will foster strong collaboration with the Chief Capital Planning and Development Officer (CCPDO) to deliver on an Operational Readiness Plan/ Innovate in space utilization of programs in the existing campus and develop efficient strategies to maximize existing space for the CHEO campus at the end of the redevelopment.

Reporting to the Chief Capital Planning and Development Officer this job is a key member of the Facilities Management and Planning team and will have a critical role in the implementation of various projects options and all activities directly or indirectly related to the redevelopment activities. The role will be accountable for the multi-year program schedules and dependencies to achieve the benefits of managing multiple complex projects in an existing facility.

This is a full-time on-site position based in Ottawa.

POSITION SUMMARY

Program Governance Planning and Scheduling:

  • Establish and maintain project governance frameworks to ensure compliance with MOH OHSA IPAC and other relevant standards and regulatory requirements.

  • Define clear roles responsibilities and accountabilities for all project team members.

  • Oversees facility construction building upgrades and renovation projects at the Campus.

  • Ensure overall compliance with CHEO policies for all aspects under the purview of this position.

  • Oversee the procurement of good and services ensuring compliance with procurement policy and procedures.

  • Identifies evaluates analyzes reports and resolves issues and deficiencies in concert with all campus partners

  • Lead program planning and tracking including contributing to broader annual departmental program planning including identification of goals targets and outcomes

  • Oversee development of detailed project plans including timelines milestones and resource allocation.

  • Development of delivery strategy prior to hand off to project delivery team.

  • Ensure alignment of projects with the strategic objectives of the organization

Financial Risk and Issue Management:

  • Monitor financial performance of overall program against budgets and;

    • implement corrective actions where needed.

    • ensuring complete account reconciliation and variance analysis

    • Approve expenditures and arranges for payments for entire program/ redevelopment plan

  • Oversee the development and implementation of project specific risk management plans to address potential impacts on hospital operations during construction and redevelopment.

  • Facilitate the Identification of risks and potential issues that could impact project delivery

Program Performance Monitoring Reporting and Improvement:

  • Ensure and oversee program and project progress tracking against established metrics and Key Performance Indicators (KPIs) including contingency and risk allowance.

  • Prepare comprehensive Program Control reports and Performance Dashboards for senior management and stakeholders on program performance.

  • Continuously evaluate and improve project management processes and methodologies

  • Implement industry best practices to enhance efficiency and effectiveness in project delivery

Communications and Stakeholder Management:

  • Ensure effective communication between the redevelopment team and hospital departments to maintain transparency and collaboration.

  • Communicate and coordinate with authorities having jurisdiction

  • Ensure effective communication throughout the project lifecycle managing stakeholder expectations.

  • Ensure project team communicates with consultants contractors vendors safety and regulatory agencies in an effective and timely manner

  • Develop and maintain strong relationships with hospital groups/ departments contractors consultants suppliers and other stakeholders.

  • Ensure inclusion of relevant stakeholders in all phases of project planning and delivery

People Leadership and Development:

  • Lead and mentor the Project delivery team fostering a culture of collaboration and continuous improvement.

  • Ensure team members are motivated and equipped with the skills needed to meet department objectives.

  • Manage the performance of direct reports and support them in the management of their team.

QUALIFICATIONS

  • Level 1 Criminal Record Check and remain compliant (Essential)

  • Bachelors degree in engineering business or architecture (Essential)

  • Minimum of ten (10) years of progressive experience including proven management of a portfolio of project (over $100 million) over several years; (Essential)

  • Minimum of 2 to 3 years of previous leadership experience at a senior level (Essential)

  • Project/Program Management (PMP) Certification (Preferred)

  • Excellent interpersonal skills; (Essential)

  • Demonstrated ability to work in a fast-paced environment with strong organizational administrative and time management skills; (Essential)

  • Flexible with working hours to suit operational requirements; (Essential)

  • Ability to deal effectively with internal and external stakeholders; (Essential)

  • Forecasting planning estimating budgeting and monitoring projects; (Essential)

  • Working knowledge of applicable occupational health and safety legislation; general knowledge of corporate/departmental policies and procedures related to health and safety; (Essential)

  • Proficiency in the use of MS Office products (Essential)

  • Bilingualism (English/French) (Preferred)

RESUME DES FONCTIONS
La personne titulaire du poste sera responsable de la mise en uvre dun ramnagement en plusieurs tapes. Elle sera charge dassurer la direction du projet en mettant laccent sur des soins scuritaires axs sur les patientes et patients une technologie novatrice une plus grande capacit de meilleurs rsultats cliniques et des flux de patients amliors.

La directrice ou le directeur prnera une solide collaboration avec la cheffe ou le chef de la planification et du dveloppement des immobilisations afin de mettre en uvre un plan de prparation oprationnelle et dinnover dans lutilisation des locaux rservs aux programmes qui sont prsents sur le campus et concevoir des stratgies efficaces pour optimiser lutilisation de lespace existant dans le campus du CHEO la fin du ramnagement.

Relevant de la cheffe ou chef de la planification et du dveloppement des immobilisations la personne titulaire du poste est un membre cl de lquipe de gestion et de planification des installations et jouera un rle essentiel dans la mise en uvre de divers projets options et activits directement ou indirectement lis aux activits de ramnagement. Elle sera responsable de fixer les chanciers de programmes pluriannuels et dtablir les rapports de dpendance afin de raliser des gains dans la gestion de plusieurs projets complexes dans une installation existante.
