Purpose of Job
The purpose of this job is to assist housing organizations with implementing affordable housing programs and explain government regulations and contract provisions. Duties and responsibilities include but are not limited to performing Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) activities. Affordable Housing Fund activities. Inclusionary Zoning activities Environmental Reviews economic development related projects and activities for program operations monitoring and overseeing daily operations of sub-recipients and community housing development organizations (CHDOs) assuring department and sub-recipient compliance with federal state and local regulations regarding contracting funds expenditure assuring compliance with issues such as labor common rule compliance programming and regulatory technical assistance utilizing the Housing and Urban Development (HUDs) integrated disbursement and information systems (IDIS) and performing additional tasks as assigned.
Job Related Requirements
Work Schedule: Monday - Friday 8am - 5pm.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.
Bachelors degree in Social Work Public Administration Business Administration Sociology Real Estate Housing Management and Policy Economics Community Development Urban Planning Housing Finance or a related field with four years of experience in coordinating housing and community development programs; managing program performance according to HUD regulations; grant writing for both federal and private funding; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this position.
Three years supervisory experience required.
Must possess a valid drivers license.
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Drafts and updates the local affordable housing strategy in consultation with local affordable housing stakeholders including the Athens GICH Committee internal ACCGov departments and relevant community partners.
Defines and tracks key metrics outcomes and outputs related to the departments affordable housing and community development programs.
Provides ongoing updates to the community on progress of the departments affordable housing and community development programs.
Assists with long-term and strategic planning for the department and tracks progress in the ClearPoint system.
Supervises the Community Development Specialist and Lead Hazard Project Manager.
Prepares and submits grant applications on behalf of the Unified Government of Athens-Clarke County.
Coordinates with the Community Development Coordinator to report on Continuum of Care performance and to evaluate the communitys response to homelessness.
Monitors the departments SPLOST projects and coordinates with relevant internal and external stakeholders to ensure successful implementation of SPLOST affordable housing projects.
Maintains a database of affordable housing stock in Athens-Clarke County.
Supervises and evaluates assigned staff handles all employee concerns delegates assignments counsels and disciplines employees when necessary and completes employee performance appraisals;
Assist with preparation of an updated analysis of impediments to fair housing choice in Athens-Clarke County to be included in the annual action plan and consolidated plan.
Supervises environmental reviews inspections and fair housing compliance efforts; enforces equal housing opportunity guidelines; manages the preparations and submission of HUD Section 3 and MBE reporting related to federally-funded projects.
Prepares housing-related agenda items.
Collects and analyzes socio-economic data to assess community development and housing needs so that CDBG HOME and other housing program funds can be directed to the most important program priorities and when available leveraged with other grants and Athens-Clarke County funds.
Represents the department at public hearings committee meetings and other housing project related meeting; plans implements and attends housing workshops and seminars.
Performs consolidated planning for assigned program areas as required by Athens-Clarke County and HUD.
Develops and maintains detailed program policies and procedures
Coordinates GICH meetings and serves as HCD liaison and coordinator of meetings and initiatives.
Reviews reimbursement requests and budget revisions from sub-recipients community agencies contractors CBDOs and CHDOs to ensure that program expenditures are aligned with goals and comply with applicable regulations.
Prepares sub-recipient contracts; reviews agency scope of services budgets and performance goals for accuracy and compliance; reviews contracts with attorney; prepares contracts for execution.
Evaluates grant proposals and ensures activities are coordinated with the Consolidated Plan.
Prepares Historic Preservation Section 106 assessments and environmental reviews.
Supervises Lead Hazard Reduction Capacity Building Program.
Prepares necessary task related to voluntary inclusion zoning ordinance projects.
Maintains professional knowledge of program responsibility.
Performs other related duties as required.
Knowledge Skills and Abilities
Knowledge of the principles practices procedures laws and regulations of Community Development Block Grant (CDBG) and HOME regulations as they relate to affordable housing.
Knowledge of Fair Housing laws and landlord-tenant rights and responsibilities.
Knowledge of specific programmatic details on a variety of programs as well as broad understanding of the principles underlying their relationship to the other programs and to federal regulations.
Knowledge of management human resource management/personnel and financial practices policies and procedures
Knowledge of strategic planning and performance management.
Knowledge of basic organizational management and human relations and technical methodologies.
Knowledge of current trends in the development of public-private partnerships statistical analysis techniques accounting and budget analysis methods and construction trades and financing methods.

TO PERFORM ESSENTIAL JOB FUNCTIONS
PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including computers calculators typewriters and other office equipment. Must be able to use body members to work move or carry objects or materials. Must be able to exert up to twenty pounds of force occasionally and/or up to ten pounds of force frequently. Physical demand requirements are at levels of those for light work.
