Job Description

Project/Team: Program Manager - Instructor Support (14G & 14E Programs)

Location: Fort Sill Oklahoma

Employment Type: Full-Time

Background:

Navanti seeks a Program Manager (PM) to oversee contractor support for 14G and 14E instructor services within the 30th ADA Brigade Fires Center of Excellence (FCoE) Fort Sill. The PM serves as Navantis primary point of contact with the Government ensuring compliance with all contractual requirements while leading staffing reporting and quality oversight across both MOS training programs. The PM will supervise Project Leads (PLs) who act as the on-site Government interfaces for daily execution.

Core Responsibilities:

Primary Duties

  • Lead and oversee all contractor personnel supporting 14G and 14E instruction.
  • Serve as the primary interface with the Government Contracting Officer (KO) and Contracting Officers Representative (COR).
  • Ensure timely delivery of staffing reports certifications safety and quality control documentation.
  • Oversee recruitment retention and backfill of 25 x 14G and 18 x 14E instructors.
  • Implement and manage Quality Control Plans (QCPs) surge staffing (TRAP) and compliance with Army and TRADOC regulations.
  • Provide strategic leadership resource management and risk mitigation for the program.

Secondary Duties

  • Support development of corrective action plans as required by Government reviews.
  • Ensure continuous process improvement in instructional and administrative processes.
  • Assist with compliance reviews audits and inspections.

Minimum Requirements:

  • Bachelors degree (preferred).
  • 710 years of program/contract management experience in a DoD training environment.
  • Experience leading teams of 40 personnel.
  • Prior experience managing Army training or instructor support contracts.
  • Active SECRET clearance (must be maintained throughout contract).

Certification Requirements:

  • Strong knowledge of TRADOC Army training regulations and government deliverables compliance.
  • Experience with Service Contract Reporting (SCR) and QCP implementation.
