Job Description

General Purpose

Mission:
BEDs mission is to serve the energy needs of our customers in a safe reliable affordable sustainable and socially responsible manner. BEDs four key values are: Safety Reliability Community and Innovation. BEDs vision is to make Burlington a Net Zero Energy city by eliminating fossil fuel usage across the electric thermal and ground transportation sectors by strategically electrifying managing demand realizing efficiency gains and expanding local renewable generation while increasing system resilience.

General Purpose:
Works in conjunction with metering personnel to ensure accurate installation maintenance and reading of meters in the BED system; communicates metering issues to customers contractors developers and BED staff.

Pay Grade F20: $32.15 - $52.70 Hourly
Remote Tier 1: Zero (0) days remote/week

Essential Job Functions

  • Provide effective leadership and motivation in the planning and operations of the Metering Services area.
  • Schedules and coordinates all work for the Metering Team.
  • Coaches motivates and leads fellow employees including holding employees accountable for achieving desired results.
  • Directs the activities of the Metering Services area and coordinates with other areas as needed.
  • Ensure that employees adhere to personnel policies.
  • Assist in the preparation and monitoring of Metering Services budget.
  • Design new metering installations including pulse output metering if applicable.
  • Establishes reviews and maintains metering methods and procedures to comply with BED and current industry standards.
  • Oversees and maintains appropriate levels of metering and materials to include tracking of junked meters adjusting stocking levels updating materials to reflect product changes etc.
  • Inspects fieldwork on jobs in progress and upon completion.
  • Conducts safety briefs with both BED and other city department staff.
  • Ensures accuracy of metering equipment and records in accordance with applicable local state and federal agency standards.
  • Conduct voltage and current checks on BED equipment.
  • Make safe repairs to Department owned electrical equipment.
  • Install maintain repair and/or replace street and lease lights that are mounted outside the primary voltage work zone.
  • Install maintain repair and replace BEDs Electric Vehicle Supply Equipment (EVSE).
  • Activate discontinue and/or restore service to customers.
  • Assist other Department personnel in making distribution system repairs.
  • Notify the appropriate BED personnel of unsafe customer equipment andconditions.
  • Program install inspect test maintain and repair BEDs AMI Non-AMI self-contained and current rated meters instrument transformers cell relays range extenders and other associatedequipment.
  • Accurately complete applicable paperwork (e.g. material sheets work requests system disturbance reportsetc.).
  • Directs investigation testing and prepares reports on metering anomalies.
  • . Operate a buckettruck and perform bucket truck rescue.
  • Advise customers on electrical servicematters.
  • Install maintain replace and repair single-phase services that are outside the primary voltage work zone.
  • Install new secondary and primary metering up to and including 13.8KV.
  • Perform meter investigations for billing control and customer complaints.
  • Install graphic voltmeters and check for loose meter and service connections at customer locations.
  • Read non-AMI meters and follow-up on meter installations that need verification.
  • Troubleshoot AMI communication issues.
  • Remove meter channels for sidingjobs.
  • Operate a variety of electrical test and monitoringequipment.
  • Responsible for completing and maintaining all records pertaining to meter data instrument transformers and workorders.
  • Re-inventory BEDs overhead and underground distribution plant and other utility attachments via pictures and field-collecteddata.
  • Renumber poles asneeded.
  • Use and maintain any software system pertaining to BEDs AMI system to include butnot limited to the Field Collection System (FCS) Open Way tools Watt Net andFDM.
  • Responsible for the daily operation and troubleshooting of metering related handhelddevices and softwareapplications.
  • Work with software and technology vendors and internal IT to implement trouble shoot and maintain technology used in support of metering operations.
  • Make critical first responder operating decisions during system emergencies (e.g. fallen energized powerlines).
  • Interface with customers to perform meter verifications and other requests.
  • Train metering employees.
  • Respond to calls for assistance from the Burlington Fire Department.
  • Recommends and implements new technology metering equipment as needed.
  • Meet with Project Engineer to review the scope of planned distribution system metering projects and ensure the work is done in a safe manner while reducing the impact on our customers.
  • Participate in the development of BEDs 5-year construction plan.
Non Essential Job Functions:

Qualifications/Basic Job Requirements

  • Ability to actively support City diversity equity and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies.

  • A high school diploma or equivalent and a minimum of nine years related experience required.
  • Valid Vermont Masters Electrician License required.
  • Must obtain and maintain Electric Vehicle Infrastructure Training Program (EVITP) certification within (2) years of hire.
  • Must provide effective leadership motivation and direction to employees in the planning and operations of the Metering area.
  • Must have a strong electrical background with the ability to understand complex wiring schematics.
  • Must possess knowledge and understanding of various computers and associated software.
  • Must have the ability to operate sophisticated electrical equipment such as electrical measuring device automated meter reading apparatus etc.
  • Working knowledge of computerized Customer Information Systems and metering applications is required.
  • Ability to work with software and hardware vendors is required.
  • Must be proficient in the use of safe rubber gloving techniques and BED confined space entry.
  • Must possess a working knowledge of electric utility construction and metering standards the National Electric Safety Code National Electric Code and VOSHA standards.
  • Ability to work in a team-oriented environment.
  • Ability to work overtime as needed consistent with provisions of the BED/IBEW Collective Bargaining Agreement.
  • Must possess good communication skill and an ability to interact with co-workers and the public.
  • Ability to obtain and maintain CPR and First Aid certification within three months of date of hire.
  • Ability to obtain and maintain a valid Vermont State Drivers License within three months of date of hire.
  • Ability to work in confined spaces.
