The Disaster Case Management Program Manager serves as the strategic leader and primary administrator of the North Carolina Disaster Case Management (NC-DCM) program ensuring the effective coordination implementation and oversight of disaster recovery services for survivors with unmet needs. The selected candidate will be responsible for setting the programs vision establishing operational priorities and ensuring compliance with federal and state disaster assistance guidelines. By developing and executing strategic plans the DCM Program Manager ensures that disaster survivors receive the necessary support to rebuild and recover in a timely and efficient manner.
The DCM Program Manager oversees day-to-day operations ensuring compliance with FEMA HUD state and federal guidelines. They direct the development and submission of financial reports grant applications and compliance documentation to regulatory agencies. By managing budgets contracts and financial resources they maintain fiscal accountability and ensure program sustainability. Additionally the DCM Program Manager implements and monitors quality assurance measures to uphold program integrity and effectiveness.
This position serves as the primary liaison between NC-DCM and federal state and local agencies non-profits and Long-Term Recovery Groups (LTRGs). They build and sustain collaborative partnerships to enhance disaster recovery efforts and improve resource availability. Representing NC-DCM in meetings conferences and public forums they advocate for disaster survivors and program needs. Additionally the position develops and implements outreach strategies to strengthen engagement with external partners.
The individual in the role will be required to travel regularly in Western North Carolina to fulfill program duties organize face to face meetings with staff attend community meetings at least four times per month. The Program Manager will provide regular status reporting to the Assistant Director for Recovery.
