Job Description

Duties & Responsibilities

Management & Leadership

  • Supervises and monitors the performance of certified and classified staff assigned to state and federal programs
  • Stays current on all guidelines requirements and procedures for submitting federal projects
  • Provides leadership and vision regarding current and future trends/interventions/issues in the area of special education/at-risk programming and general education
  • Provides support and training to building principals/teachers/instructional assistants in the areas of special education.

Program Administration

  • Provide leadership support and assistance with hiring decisions and placement of district Instructional Assistants.
  • Provides tools (MTSS etc.) and systems to building administrators to ensure IEP and other special education procedures are being followed
  • Assists in the planning implementation and evaluation of activities related to school improvement plans regarding student populations represented in federally funded programs including special education/Title I/Section 504
  • Attends all federal program training institutes and state-level special education trainings as needed or recommended by the Superintendent
  • Collaborates with building principals and central office staff in the articulation of all activities planned for students that are provided through state and federal programs
  • Monitors and coordinates all federal budgets and budgetary reports as well as the filing of these reports on a timely basis with the appropriate granting agencies.
  • Oversees all questions regarding supplemental and supplanting issues for categorical funds
  • Develops parental involvement activities specific to federal programs in coordination with site principals and staff
  • Acts as liaison among administrators and other appropriate personnel in the coordination of all state and federal resources to ensure student academic needs are met
  • Works collaboratively with the LISD Regional Supervisor/Itinerants assigned to Tecumseh Public Schools
  • Participate in district-wide professional development

Compliance

  • Organizes and conducts school site self-reviews and Consolidated Program monitoring as required by MDE
  • Collaborates with Pupil Accountant in preparation and submission of all federal reports related to the Consolidated Application
  • Assists and advises building principals and district administrators in the implementation and evaluation of federal programs
  • Remains current on laws and requirements regarding categorical programs as well as Special Education programming/At-Risk programming/Section 504 compliance and meets with related staff to interpret and implement regulations
  • Supervise the Special Education Monitoring Process
  • Oversees TPS Medicaid billing
  • Other duties as assigned by the Superintendent

Qualifications

  • Minimum of a Masters Degree in Education or a related degree
  • Full approval in Michigan in at least one area of Special Education
  • Minimum 5 years of successful teaching therapy and/or administrative experience in Special Education
  • At least 2 years of experience as a supervisor for Special Education. Must be able to meet eligibility requirements for special education supervisor
  • Meet all certification requirements established by the Michigan Department of Education
  • Demonstrated skills in the use of technology
  • Ability and willingness to work in a team setting
  • Excellent communication and interpersonal skills
  • Knowledge of the academic social and emotional needs of the high school age student is required.

Experience

Experience working with at risk/special needs populations is preferred. Other experiences may include program development program evaluation; building partnerships; providing leadership in the identification design dissemination and implementation of programs; knowledge of state and federal accountability systems and evaluation of promising/best practices of student achievement/intervention programs for at risk/special needs students.

Knowledge Skills and Ability

Skills in establishing procedures and priorities; facilitating group processes planning and in-service activities; implementing established goals and objectives; using data to monitor and evaluate projects; researching interpreting analyzing reporting and implementing promising practices and innovations; and using technology to enhance student projects and activities.
Knowledge in effective academic interventions; emerging technologies that support student achievement; equity issues and resources; pedagogical principles and practices in effective teaching and learning for underserved students; and existing programs that have been successful in closing the achievement/access gaps and increasing the college-going rate of underserved students.


Ability to design and provide equity-focused technical assistance; analyze interpret and apply laws and regulations; use a broad array of technology for project and assessment development; establish and manage department priorities processes and procedures; work independently; establish and maintain appropriate project deadlines; manage multiple projects; work with a variety of individuals and groups; communicate effectively orally and in written form; exercise sound judgment; travel to various locations.


Ability to communicate effectively and dynamically in both written and oral form with all levels of management staff parents community leaders and students; ability and willingness to work as a team player; strong proven work ethic with demonstrated honesty and integrity; proven motivator with strong leadership skills; and proven student-focused beliefs and philosophy.


Demonstrated commitment to training and development; demonstrated knowledge and understanding of the challenges and issues facing public education; demonstrated successful experience in developing and implementing activities for/with students.
