Job Description

Background

The California Institute for Regenerative Medicine (CIRM) was created by the voters of California when they approved Proposition 71 in 2004 and renewed when Proposition 14 was approved in 2020 providing $5.5 billion to invest in cell and gene therapy research in California. CIRMs mission to accelerate regenerative medicine treatments to patients with unmet medical needs is what drives us to succeed every day.

General Statement

Under the supervision of the Human Resources Director the Human Resources Generalist will be responsible for Transactions and for backing up the other Human Resources Generalist in the office performing day-to-day Human Resources administrative tasks in accordance with CIRM procedures and policies.


Essential Job Functions

In this position you will be accountable for a variety of responsibilities with your primary duties in the administration of Transactions and including position control and return to work responsibilities. You will also be the backup to the other HR Generalist team member in the event of absence or vacancy. The scope of this role may evolve based on departmental staffing and organizational needs.


Your duties will include but are not limited to the following:


  • Process new separations and modify existing appointments in SCO while adhering to state regulations and approval process.
  • Track and maintain an accurate roster for position control of all established positions including details such as position numbers titles classifications and funding sources.
  • Ensures all personnel actions are documented authorized and submitted to SCO.
  • Conduct position control audits to ensure alignment with authorized positions classifications and funding allocations.
  • Verify payroll data accurately reflects established position authorizations and organizational structures.
  • Establish and complete the Request for Personnel Action (RPA) for various personnel-related actions such as hiring reclassifications and position modifications.
  • Provide modified data on the SCO Schedule 8 report for authorized positions and salaries for the specified fiscal year.
  • Process monthly board members and retired annuitants pay and if applicable ensure funds are transferred accordingly.
  • Document and maintain payroll and personnel transaction records for appointments separations promotions and changes in employment status.
  • Certify master payroll every month known as MPC.
  • Processes disability pay through several programs such as NDI SDI and IDL to provide financial assistance during periods of disability.
  • Provides detailed information and clearly explains processes related to various disability programs to personnel ensuring accurate and timely responses to inquiries.
  • Establish and process garnishments by following the legal process that allows the creditor to collect a debt directly from an employees earnings.
  • Establish salary advances for employees with proper authorization ensuring timely receipt of the advance and arranges to recoup the advanced funds from the employees warrant in the same pay period.
  • Establishes accounts receivables after developing a payment plan with the employee.
  • Update leave balance usages in CLAS and follow CIRMs Leave Policy.
  • Collect and track monthly employee timesheets by emailing reminders following up as needed and ensuring accuracy.
  • Communicate efficiently in the release of warrants and garnishments to DGS accounting unit.
  • Review and analyze employee pay history to verify the accuracy of historical payroll transactions including salaries deductions and adjustments.
  • Identify document and resolve discrepancies or errors in employee pay and position history and prepare a summary of the findings and corrective actions.
  • Facilitate effective communication with team members and HR personnel to ensure timely and accurate information on HR matters.
  • Performs and completes a variety of HR tasks and assignments as they arise.
  • Interface with CIRM team members on related human resources issues with the utmost professionalism and exceptional customer service.
  • Send FMLA/CFRA/PDL package to employee and copies the employees manager.
  • Keep track of FMLA/CFRA time utilized by employees.
  • Ensure adherence to and compliance with the FMLA/CFRA/PDL processes.
  • Serves as a back up to HR team members as necessary ensuring continuity of operations and providing support.
  • Performs other related duties and responsibilities as assigned special projects and tasks that support the overall goals and objectives of Human Resources and CIRM.

Experience

  • Minimum of four years of experience working in a professional office setting OR have a 4-year college degree.
  • Preferred two years of experience working for a State of California agency preforming HR transactional duties.


Desired Qualifications

  • Knowledge of the State of Californias CalHR benefits and CalPERS.
  • Excellent organizational skills including a demonstrated ability to prioritize a wide variety of tasks and work on multiple tasks simultaneously while timely meeting deadlines and keeping materials organized.
  • Demonstrated ability to work flexibly in a fast-paced environment where priorities often shift.
  • Demonstrated ability to communicate effectively orally and in writing coupled with prompt responsiveness to employees.
  • Proficiency in Microsoft Word Outlook Excel PowerPoint Adobe Acrobat databases DocuSign.
  • Tactful and discreet.
  • Excellent interpersonal written and oral communication skills flexibility and problem-solving skills.
  • Ability to produce quality and accurate work.
  • Ability to effectively work independently and as a team player.


Working Conditions

  • Hybrid environment required to work two days in the West Sacramento office and three remote days per week.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Ability to operate standard office equipment.
  • Be available to work outside of normal business hours.
  • May travel to the South San Francisco corporate office on occasion.


Salary Range and Benefits

This position is expected to pay $79568 - $113000 which fits within the full salary range of $79568 - 119004 for the Human Resources Generalist job classification. It is uncommon for an individual to be offered a salary near the maximum of the range for a position. Salary for this position will reflect the final candidates qualifications experience skills knowledge relevant education and certifications in addition to being aligned with the internal leadership peer group.
