BACKGROUND AND PURPOSE OF THE ASSIGNMENT
The position is located in the Contractual and Constitutional Law Branch (LEGC) of WFPs Legal Office with its Headquarters in Rome Italy. Under the direct supervision of the Legal Officer the Volunteer will assist the legal team in carrying out legal research drafting legal documents preparing relevant materials for internal discussions and meetings with stakeholders reviewing contracts and agreements.
The assignment also aims to enhance the offices efficiency and to foster collaboration by providing cross-functional support to the other two branches of the Legal Office namely the Administrative and Employment Law Branch (LEGA) and the Maritime and Insurance Law Branch (LEGM) with a particular focus on LEGA.
DUTY AND RESPONSIBILITIES
Under the direct supervision of a Legal Officer the Volunteer will:
Conduct research into various legal aspects within an international context including commercial law public international law or administrative law.
Prepare legal opinions reports memoranda and correspondence on matters falling within the above fields as well as material for discussion at WFPs Executive Board or required for meetings convened or serviced by WFP.
Assist in reviewing draft letters of agreements memoranda of understanding commercial contracts and other texts referred to the Contractual and Constitutional Law Branch for review or clearance.
Draft bilateral agreements contracts and resolutions study legal questions arising from the interpretation or application of conventions and agreements.
Provide legal interpretations of WFPs normative framework including the General Regulations and Rules Financial Regulations Rules of Procedure of the Executive Board and other basic texts.
Examine the jurisprudence of the International Labour Organization Tribunal and the United Nations Appeals Tribunal with a view to identifying and elucidating trends in legal reasoning interpretation of applicable law and consistency in decision-making across cases.
Assist with other Legal matters as required including: -Review draft Policies with a view to identifying main issues and verifying consistency with existing rules and regulations.
Perform other related duties as assigned.
EXPECTED OUTCOMES
At the end of the assignment the Volunteer would be expected to improve skills in the following areas:
Legal analysis skills on a range of matters related to commercial international and administrative law.
Legal drafting skills through practice in drafting legal documents such as opinions reports memoranda and correspondence with an emphasis on providing clear balanced and thorough analysis of key issues and facts with precision and accuracy.
Interpretation of key regulatory documents of WFP and other constitutional texts enabling staff and stakeholders to navigate legal complexities with clarity.
Practical experience in an international legal context ensuring that legal perspectives are effectively represented and that critical issues are properly identified.
Inter-personal skills required for working in a dynamic legal office dealing with in-house clients and maneuvering in a large UN organization.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education
The Volunteer must be currently enrolled in or about to begin the final year of an undergraduate law programme (first degree); or be currently enrolled in a graduate law programme (second degree e.g. masters or JD); or have graduated from an undergraduate or graduate law programme. In all cases the Volunteer must have attended a course for credit towards the law degree.
Experience
Entry-level with exposure to/interest in research review analysis and drafting.
Previous legal experience in a law firm in-house or the legal office of another international organization is preferred but not required.
Knowledge & Skills

General knowledge of the United Nations system is an asset.
Languages
Fluency (level C) in oral and written English is required.
Working knowledge of another official UN language (French Spanish Arabic Chinese Russian or Portuguese) is an asset.
