Work Arrangements: Due to the nature of the work and operational requirements this position is eligible for a hybrid work arrangement (combination of working onsite and telework). Employees in this position who telework will be required to travel to the identified work site at least three times per week or a minimum of 60% of their regular work schedule at their own expense.

The Role
Help bring research to life and drive your career forward with the National Research Council of Canada (NRC) Canadas largest research and technology organization.
NRCs Industrial Research Assistance Program is recruiting Program Officers to help support various programs managed by NRC IRAP. The role of the Program Officers is to support IRAPs initiatives and program deliverables. The Program Officers should be individuals who shares our core values of Integrity Excellence Respect and Creativity.
As a Program Officer you will be reporting to the Manager Speciality Applications. You will provide advice and guidance related to improving and monitoring the performance of business applications and provide technical training as needed. You will collaborate with internal and external stakeholders in order to meet IRAPs goals to help grow and support SME in Canada.
Screening Criteria

Education
A University degree related to the duties of the position or an acceptable combination of education and relevant experience may be considered.

Experience
- Experience delivering user training onboarding sessions and providing customer/system support (triage troubleshooting FAQs).
- Experience with Microsoft data tools (such as Excel/VBA Power BI Power Query Azure DevOps CoPilot) for reporting and data quality management.
- Experience defining user needs translating them into system requirements and supporting IT operations (releases security access performance monitoring).
Assets:
- Ability to plan and execute functional/regression testing document results and drive continuous improvement.
- Familiarity with low-code / RPA tools (ie Microsoft Power Automate) to automate refreshes alerts and notifications.
- Knowledge of data-governance and maintenance of data catalogues/metadata.
- Certification such as Microsoft PL-300 (Power BI Data Analyst).
- Ability to use Power Query

Candidates will be assessed on the basis of the following criteria:
Technical Competencies
- Proficiency in MS Excel for data analysis and reporting as well as creating dashboards while demonstrating strong attention to detail.
- Ability to communicate complex issues clearly to both technical and non-technical audiences orally and in writing.
- Ability to apply sound judgement when prioritizing system fixes proposing UX improvements or advising management on data-quality risks.
- Ability to coordinate small projects including scheduling tasks engaging stakeholders tracking progress and reporting project status.

Compensation
From $78167to $91895per annum.
In addition the incumbent will receive the Bilingualism Bonus of $ 800 per year.
