Job Description
You will need:
- PhD in Economics or related fields with strong background in empirical analysis and policy-focused research.
- At least 10 years of relevant professional experience with demonstrated experience conducting independent research including international experience in several countries.
- Evidence of high-quality research output and record of publications in international peer-reviewed professional journals.
- Technical knowledge analytical and conceptual skills in economics.
- Understanding of ADB or similar multilateral development banks institutional context strategies and objectives.
- Written and verbal proficiency in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period this appointment may at the option of ADB be extended once for up to 2 years converted to a regular appointment or ended on its expiration date. This decision will be made in the interest of ADB that: (a) it will require Staffs blend of skills and experience in the foreseeable future; and (b) Staffs performance is satisfactory and they are suitable for further employment.

Organizational Setting and Reporting Relationship
The position of Senior Economist (Development Impact) is assigned to the Economic Analysis and Operational Support Division (EREA) within the Economic Research and Development Impact Department (ERDI). You will be based at our Headquarters in Manila Philippines.
You will report to Director EREA and will oversee junior team members.
Your Role
As Senior Economist (Development Impact) you will lead or contribute to research work on policy-relevant issues of strategic interest to ADB Management and its developing members. You will contribute substantially to support ADBs focus on enhancing the development impact of its operations.
You will:
Development Impact and Operational Support
- Undertake applied research on issues of assessing and improving development impact in general and at the project/program levels.
- Contribute to discussions on ways to maximize development impact including fine-tuning ADBs business processes and introducing new methods and approaches.
- Join selected project or country program teams to provide analysis to enhance development impact.
- Support the internal review and provide substantive advice and comments on the development impact of ADBs projects and programs and sector country and corporate portfolio.
- Provide technical support in areas of research expertise to ADB operations including collaborating with ADB operational departments and country offices reviewing institutional documents and participating in review meetings and operational missions as necessary.
- Lead the internal review and provide substantive comments on the economic rationale and quality of economic analysis in ADBs country strategies programs and projects.
Economic Research and Project Management
- Lead the design and implementation of research outputs and publications including thematic reports policy briefs working papers peer-reviewed journal articles and ERDI flagship publications.
- Manage the design implementation and administration of technical assistance projects on empirically rigorous policy analysis across a broad range of areas.
Knowledge Sharing
- Contribute substantially to the dissemination of ADB knowledge outputs and publications.
- Support the capacity building work of ERDI by undertaking collaborative research dissemination networking and capacity building activities with specialists across a global network of knowledge institutions and with other ADB knowledge and operations departments.
- Lead or contribute to relevant internal and external training and conferences and other activities for advocacy dissemination and knowledge building.
Staff supervision
- Provide leadership and support to reporting staff and ensure the quality of their work.
- Oversee the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance and ensure their ongoing learning and development.
