BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the worlds largest humanitarian agency fighting hunger worldwide. The GIS and Remote Sensing unit in the Food Security and Nutrition Analysis Service part of the Analysis Planning and Performance Division (APP-FG) undertakes analysis of climate and satellite data to provide evidence for food security and resilience related applications. Among its activities the AIMS Service (Asset Impact Monitoring System) provides objective assessment and quantification of the Ecosystem Community Infrastructure & Livelihoods (ECL) Unit of theProgramme Policy and Guidance (PPG) Division. AIMS establishes not only proof of the resilience assets implementation and maintenance over the years using VHR (Very High-Resolution data) but it also provides objective evidence of the long-term positive impacts of the ECL interventions onlandcover soil moisture and expansion of livelihood resources using a variety of satellite data fromMODIS NDVI data to Sentinel-2 biophysical indicators. AIMS has supported 35 Country Offices to monitor over 5500 asset creation projects since its the last two years the Service has expanded its offerings to include access to an interactive platform and the provision of two AIMS indicators to be included in WFPs core reporting (ACR/CRF). The overall direction of AIMS is to expand the service and become one of WFPs prominent services for evidence generation and advocacy for corporate natural resource management activities. As part of the expansion initiatives AIMS plans to increase the number of participating COs develop a regional AIMS service and embark on new strategic directions by extending the service to other functional areas within the organization and beyond to third parties. APP-FG is seeking an experienced scientific consultant with a strong background in Earth Observation analytics solid experience in the management of complex Earth Observation related projects and knowledge of World Food Program resilience interventions. The consultant will provide strategic direction to AIMS widening the scope of the services and leading an increase in adoption of AIMS by WFP Country Offices and manage the daily operations of AIMS including the supervision of a team with over four more junior consultants.

ACCOUNTABILITIES/RESPONSIBILITIES:

The consultant hired under these ToRs will be a technical member of the GIS and Remote Sensing Unit of the APP Division at WFP HQ in Rome. The consultant will work under the direct technical supervision of Giancarlo Pini head of the GIS & Remote Sensing Unit. The consultant will reportperiodically on the progress of the required analytical work.

Strategic direction

Formulate the strategy for AIMS and other documents to support resource mobilization;
Define project scope goals deliverables and required resources.
Project management
Overall management and coordination the AIMS Service from 360 degrees including informationmanagement analysis and product delivery (reports platform access trainings);
Manage the budget and ensure efficient use of financial resources for achievement of setobjectives;
Liaise with the focal points in RAM PRO-RL Country Offices and Regional Bureaus for regularcoordination of AIMS activities including the acquisition and management FFA project locationdata;
Coordinate the development of legal agreements between commercial imagery suppliers WFPLegal and Procurement units to ensure reliable imagery access for AIMS monitoring.
Lead and provide first level supervision for four or more AIMS consultants to achieve goals thatcontribute to the growth of the AIMS Service.
Scientific / analytical guidance
Provide guidance in the development of methodologies and operational processes for the analysisof satellite data with particular focus on analysis of FFA project completion.
Lead quality assurance on analytical briefs produced and FFA completion reports for FFA locationsidentified by participating COs.


QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:
Advanced University degree in physical geography biology physics orrelated field
Experience:
Six or more years of experience in Geospatial Analysis with emphasis onRemote Sensing;
Earth Observation related project management and with staff supervision;
Experience managing institutional co-operations with both humanitarianand private sector partners and developing legal agreements.
Good familiarity with WFP Asset Creation projects their types scope andexpected outputs
Experience in a humanitarian or development context is a plus


Knowledge & Skills:
Proven knowledge of project management of complex EO projectsmanagement of large budgets identification and hiring of staff;
Capacity to pitch AIMS clearly and concisely to senior management bothorally and in writing;
Good presentation and team working skills with the ability to follow anddevelop a given scope of work;
Proven knowledge of using GIS and remote sensing to monitorhumanitarian or development operations;
Expert knowledge of GIS and Remote Sensing software (ARCGIS Q-GIS);

Experience in early warning and remote sensing (interpretation andanalysis) and familiarity with the specialized software applicationsassociated with them;
Proficiency with modern high level programming languages / analyticalsystems in particular R and Python as applied to the processing ofgeophysical data;


Languages:
Strong written and oral English skills (proficiency/level C)
