Our Organization Mission and Culture:
The Legislative Finance Division provides non-partisan budgetary and fiscal analysis to the Alaska Legislature. We are a small team (10 total employees including six fiscal analysts) that offers a flexible family-friendly work environment with an experienced and knowledgeable team. This position offers a flexible work schedule during the interim between sessions including the ability to work remotely at times.
The Administrative Officer under general direction performs a variety of administrative support tasks in areas of budget preparation and financial monitoring assisting with the fiscal note process accounts payable purchasing personnel/payroll office management and other duties as assigned. The person in this position needs to be able to work independently.
Example of Duties:
- Monitor budget authorizations and expenditures and prepare monthly budget financial projections.
- Process timesheets and accounts payable.
- Assist with tracking fiscal notes in the Legislative Finance fiscal note system.
- Provide main reception for the office. Distribute incoming mail; receive and route incoming phone calls; respond to requests for information from the public.
- Assist with travel coordination procurement and file management.
- Assist with publications and preparation of memos.
Knowledge Skills and Abilities: - Ability to work independently with minimal supervision.
- Considerable knowledge of computer information systems including MS Word and Excel.
- Knowledge of State government budgeting and reporting principles and practices.
- Ability to prepare accurate complete and concise financial reports budgets and statements.
- Willingness to learn new software.
- Working knowledge of common office equipment.
- Ability to organize set priorities and coordinate a variety of administrative functions.
- Ability to comprehend written material and interpret and apply rules and instructions.
- Ability to establish and maintain cooperative relationships with others.
- Ability to communicate effectively both orally and in writing with staff and the public.
Minimum Qualifications
This is a fully exempt job under AS 39.25.110(3).
Any combination of education and/or experience that provides the applicant with competencies in
- Administration and Management: Knowledge of planning coordination and execution of business functions resource allocation and production.
- Analytical Thinking/Problem Solving: uses a logical systematic sequential approach to address problems or opportunities or manage a situation by drawing on ones knowledge and experience base and calling on other references and resources as necessary.
- Financial Management: Prepares justifies and/or administers the budget for program areas; plans administers and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
- Oral and Written Communication: Expresses information (for example ideas or facts) to individuals or groups effectively taking into account the audience and nature of the information (for example technical sensitive controversial); makes clear and convincing oral and written presentations; listens to others attends to nonverbal cues and responds appropriately.
Equivalent to those typically gained by:
Any combination of preparatory post-secondary education and/or experience providing administrative support to a business or organization business administration public administration finance banking accounting industrial relations marketing human resource management logistics and supply chain management or a similar business field.
