The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado including hospitals clinics ambulatory surgical facilities renal dialysis centers emergency medical services providers designated and non-designated trauma centers long term care facilities and many other specific types of healthcare services. The division licenses certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air and ground ambulance services operating within the state.

As outlined in statute (C.R.S. section 25-3.5 101 et seq.) the purpose of the Emergency Medical and Trauma Services Branch is to reduce morbidity and mortality resulting from sudden illness and injury by overseeing the delivery of emergency medical and trauma services (EMTS) in Colorado. The branch improves access to healthcare services and/or interventions through the establishment maintenance and control of EMTS system components. The regulatory responsibilities of the work unit include the certification and licensure of EMS providers the recognition of educational institutions that deliver initial EMS provider training and continuing education the licensure of air
ambulance agencies the administration and management of the EMTS funding program and the designation of hospitals as trauma centers. The State Emergency Medical and Trauma Services Advisory Council (SEMTAC) the Emergency Medical Practice Advisory Council (EMPAC) the 11 Regional Emergency Medical and Trauma Advisory Councils (RETACs) the Designation Review Committee the State Trauma Advisory Committee the Pediatric Emergency Care Committee and other stakeholders provide input on the work of the branch. Guidance direction and standards from national EMTS models are also considered in system development and modification.

C.R.S. sectioncreated the Office of Cardiac Arrest Management. The purpose of this office is to promote the use of public access defibrillators and the use of registries to let the public know where a public access defibrillator can be found and used when an individual is suffering from sudden cardiac arrest; and coordinate the collection of sudden cardiac arrest data from hospitals and emergency medical services.

Summary of Position:
This position serves as the EMTS Branchs Office of Cardiac Arrest program administrator and data manager. The program administrator is an individual contributor with primary responsibility for determining and designing process decisions to ensure the program is implemented. The position provides technical assistance and content area expertise regarding cardiac arrest data relevant training and education programs in the state and public access defibrillators to EMTS branch HFEMSD leadership members from other divisions within CDPHE such as prevention services division emergency medical services providers dispatch centers hospitals and other entities as appropriate to assist with emergency response capabilities EMS agencies and other external stakeholders as needed to promote the mission of the department and fulfill regulatory requirements.

This position primarily operates independently in the performance of a wide range of complex professional tasks. The position requires high levels of technical knowledge reasoning and analytical skill to develop processes and procedures to coordinate and implement the statewide cardiac arrest program. This includes working with stakeholders and vendors to upgrade or replace existing systems; trains and provides assistance to system users; tests system usability and evaluates usage and identifies barriers and proposes solutions. The position also works extensively with community and national stakeholders to coordinate a systems approach between organizations people data and technology. The position participates in statewide implementation activities of the development of interoperability for EMS and hospital outcome data and advises business processes.

MINIMUM QUALIFICATIONS:

Experience Only:

Six (6) years of relevant experience in public health healthcare quality improvement data management and analysis related to the work.


OR


Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years. Examples are:

- two (2) years of experience in public health healthcare quality improvement data management and/or analysis and graduation from an accredited college or university and

- graduation with a bachelors degree from an accredited institution in public health healthcare quality management statistics data science epidemiology or closely related field. A masters and bachelors degree in related fields will also substitute for experience for a year-to-year basis. *relevant degrees will only be counted please see degrees above.

Conditions of Employment:

  • Office hours are typically Monday through Friday from 8am to 5pm. Extended hours during the evening or the weekend MAY be required by business needs.

  • A remote (home) office is required.

  • 5% travel required within the State of Colorado.
