EMERGENCY MEDICAL TECHNICIAN I (RECRUIT) - Job Overview - LIMITED TERM APPOINTMENT
EMS ACADEMY DETAILS
  • Goal: Complete coursework to meet all requirements for the State of Hawaii EMT-B license.
  • Training may start around July 2026 and lasts about 20 weeks.
CHARACTER & BACKGROUND
  • Strong moral character honesty and trustworthiness are essential.
  • Must be able to make rapid sound decisions during emergency situations to ensure exceptional patient care in your community.
  • The City will carefully review each candidates suitability for the position which includes reviewing:
    • Character and integrity
    • Background (including a fingerprint-based state and national criminal record checks) and
    • Driving record (driving abstract).
SPECIAL WORKING CONDITIONS
  • Work rotating and/or night shifts.
  • Must be available to work at all locations on Oahu.
  • Requires use of safety and protective equipment due to possible exposure to hazardous and unpleasant conditions.
  • Possible exposure to communicable diseases bodily fluids and hazardous materials.
  • May be driving under hazardous road traffic and weather conditions;
  • Requires lifting and moving patients under extreme conditions;
  • Work in hazardous surroundings.

Minimum Qualification Requirements

At time of application you must be a citizen national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from high school.Applicants must meet this education requirementat the time of application.

Responsible work experience which demonstrated the ability to perform the essential functions of the job may be substituted for education.

LICENSE REQUIREMENT:

(The above listed licenses/certifications must be maintained on a current basis thereafter.)

SPECIAL REQUIREMENT:
  • After appointment to the position must obtain a valid nationally recognized Cardio-Pulmonary Resuscitation (CPR) Certificate through the EMS Academy.
  • Satisfactory completion of an EMT-Basic course of training which equals or exceeds the curriculum required to obtain a Hawaii Board of Medical Examiners Emergency Medical Technician-Basic Certificate within six months of appointment to the position. (NOTE:This will include compliance with the requirements of all participating training facilities.)


Examination Process

WRITTEN TEST
In addition to meeting the above minimum qualification requirements for this position you must also pass the written test which may cover the following areas: knowledge of grammar spelling report writing and mathematical reasoning; and the ability to read and comprehend written material make mathematical computations and write/organize simple reports.

The written test will be administeredONLYon OAHU and ONLY on October 112025.

ELIGIBILITY
Candidates who pass the written test will be placed on the Emergency Medical Technician I eligible list. Eligibles are referred to the Honolulu Emergency Services Department in order of their written test scores starting with the highest score as vacancies occur. The eligible list is effective for at least one year from the date of establishment and may be extended by the Director of Human Resources.


SELECTION PROCESS
Candidates must passALLphases of the selection process in order to become an Emergency Medical Technician I.

Candidates who pass the written test are placed on an eligible list. Eligibles are referred to the Honolulu Emergency Services Departmentin order of their written test scores starting with the highest score as anticipated vacancies occur. Candidates will be referred to the Honolulu Emergency Services Department when their written test score is reached.

1) Interview
Candidates who are referred to the Honolulu Emergency Services Department will be scheduled for an interview.

2) Suitability Review
Emergency Medical Technicians must possess sound moral character integrity and credibility in addition to the ability to provide emergency medical services. They must have the ability to make sound judgments in emergency situations and must be capable of driving an ambulance safely in response to calls for emergency medical services.

To determine employment suitability for the position of Emergency Medical Technician I the Department of Human Resources will review criminal convictions driving record dismissals from employment and separations from military service under other than honorable conditions.
DRIVING RECORD: At time of selection candidates will be required to submit certified copies of official traffic abstracts from each state they have resided in during the last five years.
FINGERPRINTING REQUIREMENT: Due to the nature of the position selectees will be required to be fingerprinted as part of their employment suitability review. The Department of Human Resources will review criminal history record information from the Hawaii Criminal Justice Data Center and the Federal Bureau of Investigation.

3) Medical Evaluation
Candidates must meet the medical requirements established for the City and County of Honolulu for the position of Emergency Medical Technician I. If selected a medical examination will be administered to determine whether the candidate meets the medical requirements for this position.
