The Department

The County of Ventura Fire Department is committed to excellence delivered with pride. Our response area includes more than 840000 people in the unincorporated areas of Ventura County and seven of its cities: Ojai Port Hueneme Moorpark Camarillo Santa Paula Simi Valley and Thousand Oaks.

Comprised of approximately 658 dedicated personnel the Ventura County Fire Department (VCFD) is an all-hazard full-service agency. VCFDs services are built around our mission of anticipating and responding to the dynamic public safety needs of our diverse community. This includes prevention and education response and communication. We proudly provide fire protection medical aid rescue hazardous materials response and a variety of other services to the public. Formed in 1928 as a special district the Ventura County Board of Supervisors acts as the Fire Departments Board of Directors.

The Position

The Fire Protection Districts telecommunications division supports the agency including its surrounding partner agencies by providing the necessary technology hardware and software infrastructure of LMR radio telephone and data systems to meet the ongoing and emerging business needs of 911 dispatching and emergency services to the citizens of the County of Ventura.


Working within the telecommunications divisionunder immediate (I) general (II) or minimal (III) supervision the Telecommunications Network Installer (TNI) for this assignmentinstalls tests repairs maintains and terminates the use of telecommunication and electronic equipment throughout the County as assigned;Various job assignments may involve support of either Voice/Data/Radio equipment includingperforming related duties as required.


PAYROLL TITLES AND APPROXIMATE SALARIES:
Telecommunications Network Installer I: $21.50 - $27.20per hour

Telecommunications Network Installer II: $28.13 - $35.44 per hour
Telecommunications Network Installer III: $30.74 - $38.74 per hour

NOTE: If appointed at the lower level incumbent may be promoted to higher level without further examination upon meeting the minimum requirements demonstrating satisfactory performance and in accordance with the business needs of the department.


The successful candidate will have some experiencein troubleshooting installation testing repair maintenance and removal of electronic and electrical automotive equipment. In addition they must work well with others and ensure high customer service standards are met.

EDUCATIONAL INCENTIVE/BILINGUAL INCENTIVE: Incumbents may be eligible for an educational incentive of 2.5% 3.5% or 5% based on completion of Associates Bachelors or Masters degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

The Telecommunication Network Installer I/II/III is represented by the International Union of Operating Engineers (IUOE) and is eligible for overtime compensation.

Examples Of Duties

Duties may include but are not limited to the following (depending on classification level):

  • Modifies fabricates and alters original configurations on automobiles trucks heavy equipment specialized emergency and related equipment for the installation and repair of auxiliary components systems such as two-way radios computers video equipment sirens lights mounts and brackets.
  • Disassembles and assembles vehicles and equipment as needed to perform maintenance repairs diagnostics or installation of systems and other auxiliary equipment and components.
  • Operates vehicles as required to carry out maintenance including performing scheduled routine equipment maintenance.
  • Inspects and tests electrical systems and equipment to locate and diagnose malfunctions using visual inspections electronic test equipment and computer software.
  • Maintains/updates electronic records of work orders repairs performed and time worked.
  • References schematics and manufacturers specifications to understand electrical connections and locate problems.
  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION TRAINING AND EXPERIENCE:An individual must possess any combination of experience and education that would likely produce the required knowledge skills and abilities.

Telecommunications Network Installer I:

Some telecommunications experience relevant equivalent trainingin performing mobile communications installation testing and repair.


Telecommunications Network Installer II:

Two (2) years relevant telecommunications experience relevant equivalent trainingin performing mobile communications installation testing and repair.


Telecommunications Network Installer III:

Three (3)years relevant telecommunications experience relevant equivalent trainingin performing mobile communications installation testing and repair.


NECESSARY SPECIAL REQUIREMENTS

  • Possession of or ability to obtain and maintain a valid Class C California Driver License by date of hire;
  • Ability to work in confined spaces and lifting equipment weighing up to 40 pounds;
  • Ability to work outdoor in all types of weather conditions including difficult weather conditions;
  • Ability to work use a full range of body movements involving reaching bending grasping and climbing;
  • Ability toidentify andrecognize different colors;
  • Ability to work with batteries;
  • Ability to work long hours;
  • Ability to work regularly scheduled evening weekend holiday and standby rotation;
  • Ability totravel within the County.

DESIRED

  • Prior working experience with telecommunications equipment for a public agency.
  • Working skill in the use of oxy-acetylene mig tig or arc welding equipment.

KNOWLEDGE SKILLS & ABILITIES


Some to thorough knowledge (depending upon level in series) of:
  • Principles and procedures pertaining to the mounting installation troubleshooting and repair of mobile communication cabling and devices;
  • Tools and electronic test equipment used in the repair and servicing to telecommunications and business equipment;
  • Tools and electronic test equipment maintenance.

Ability to:

  • Understand and apply current methods tools equipment and materials used in minor repair and maintenance of automobiles and light trucks;
  • Read and comprehend written material;
  • Communicate effectively both verbally and in writing;
  • Keep current on industry standards on mobile electronics for automobiles and light trucks.

ORAL EXAMINATION 100%: A job-related oral examination may be conducted to evaluate and compare participating candidates knowledge skills and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants an oral examination will not be conducted. Instead a score of seventy percent (70%) will be assigned to each application and each applicant will be placed on the eligible list.

ELIGIBLE LIST
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill future Regular (including Temporary and Fixed-term) Intermittent and Extra Help vacancies for this and similar vacancies within the Fire Protection District.There are currently two (2) Regular vacancies within the Fire Protection District.
