Job Description:
  • The Senior Construction Manager is responsible for all technical aspects of the telecommunications equipment deployment at assigned job/sites for a customer unit and is the market leader and decision maker on all issues falling under the positions scope.
  • The Senior Construction Manager is responsible for ensuring the appropriateness of the site for deployment selecting suppliers to perform the construction on the site negotiating the out of scope or non FPP (Fixed Price Package) items with suppliers resolving or assisting in the resolution of missing equipment and materials necessary for the deployment planning and scheduling the installation and construction of the job/site including setting project schedules forecasting and sequencing of work supporting or acting as escalation for construction related issues analyzing and managing the budget of the job/site and delegating administrative tasks to support organizations who provide support to the Senior Construction Manager.
  • The Senior Construction Manager delegates construction work in the customer/market territory.
  • The Senior Construction Manager is responsible for more complicated/ complex jobs/sites and provides guidance to the Field Construction Managers as needed.
  • The Senior Construction Manager is assisted by the Construction Coordinator Field Construction Manager and Remote Construction Manager as needed.
JOB RESPONSIBILITIES
  • To ensure the proper deployment of telecommunications equipment on time and within budget by:
  • Prior to TG2 or in the early phase of the project analyzing and recommending to the Customer Project Manager the level of efforts (including number of hours) required based on the projects scope which will be used to develop the projects budget.
  • Analyzing the scope of work contracted by the customer including the minimum thru-put requirements and the end requirements of the customer planning and managing execution of the same and recommending revisions for the same.
  • Manages planning scheduling crews in compliance with Allocation Strategy and Site Level TCR Readiness.
  • Manage cost per site through negotiating reviews and approves non-FPP/change requests with suppliers (CPM final approval)
  • Provide performance feedback on suppliers and Cx resources
  • Analyzing/developing the scope of work contracted to the supplier including the minimum thru-put requirements and the end requirements of the customer planning and managing execution of the same and recommending revisions for the same. Utilizing build and deployment knowledge and expertise to: a. Evaluate the job/site to determine whether it is appropriate for the customers requirements.
  • Select suppliers to perform construction on the job/site considering the needs of construction expertise required for the job/ site cost and revenue commitments.
  • Provide recommendations for Cx resource dimensioning
  • Build or assist in building the scope of the job/site by deciding on the step-by-step methodology to build the site the crew types needed to accomplish the build and the materials and equipment necessary to complete the build; the Senior Construction Manager will review the proposals of the suppliers and accept modify or decline such proposals.
  • Develop a plan of record taking into account when the notice to proceed (NTP) on construction will be provided and when crews and materials should arrive on-site for construction thereby ensuring that construction will be performed correctly on time and within budget.
  • Plan and adjust schedules as necessary and work with Customer Project Manager on any necessary changes to the budget.
  • Interface with the Customer and other Internal/External personnel regarding project status delays and execution of work; address supplier quality concerns with the supplier negotiate customer and supplier issues as necessary.
  • Oversee and review all construction at the site to determine that the construction is being performed as directed safely and correctly including responsibility for: raising issues and concerns to suppliers; holding suppliers accountable for quality scope of work and safety. ii. evaluating deliverables; consulting with suppliers regarding plans and processes. iii. standing down crew or reassigning work based on competency crew availability environmental regulations work quality and safety non-compliance.
  • Reviewing and determining site feasibility with regards to site design based on site conditions and applying changes required to perform the scope according to client safety standards including but not limited to class 4 rigging plans high hazard work etc. h. Lead market meetings with Field Construction Managers and Construction Coordinators.
  • Provide guidance training and mentorship to Field Construction Managers and Remote Construction Managers.
  • Assess post incident reviews with suppliers and provide corrective steps to avoid issues in the future. k. As needed provide escalation support including rejecting the construction when necessary and requiring suppliers to perform additional work until the Senior Construction Manager is satisfied that the construction is properly and accurately completed.
  • Drive cycle time performance for all KPIs assigned to role
  • Preparing various reports analyses and presentations as necessary including (but not limited to) status reports on job/site progress and if any problems the proposed resolution.
  • Assigning administrative tasks for the job/site to supporting organizations including (but not limited to) data entry financial site tracking and scheduling of meetings and calls.
  • Providing performance-related feedback for Construction Coordinators Field Construction Managers Remote Construction Managers and other personnel as needed and for use in yearly performance evaluations.

QUALIFICATIONS AND EXPERIENCE
  • Minimum of relevant work/industry experience of 6 years.
  • Requires advanced Wireless Construction workflow knowledge acquired by a substantial specialized instruction and practice within the industry.
  • Bachelors degree preferred.
  • Experience with providing design solutions and guidance of order of operations.
  • Ability to determine site feasibility as well as site design consulting as needed.
  • Direct knowledge of general construction processes & procedures.
  • Experience in managing and directing general contractors construction scope estimation etc. (Civils Ground L&A Backhaul Maintenance Work).
  • Knowledge of and ability to enforce client and customer construction and quality standards.
  • Strong knowledge of troubleshooting practices and techniques.
  • Strong understanding of site acquisition zoning permitting landlord negotiations leasing laws jurisdictional requirements and environmental compliance.
  • Ability to interface with customers property owners and other internal and external ancillary personnel as needed.
  • Strong knowledge of contracts (leasing vendor facing customer facing) and financial acumen.
  • Demonstrated leadership skills.
  • Strong understanding of EHS statutory requirements impacting client in the local market.
  • Completion of approved OSHA (Occupational Safety and Health Administration) 30-hour course for telecommunications industry.
  • Previous experience working on client equipment portfolio is a plus.
