The Finance and Contracts Unit is responsible for all fiscal contracting and procurement activities for the Office of Economic Security (OES). These activities include but are not limited to:
Development and utilization of tools used to track and monitor revenues and expenditures of the child support program.
Sharing expenditure data and providing forecasting support to the child support program management.
Working with federal state and county program partners to reconcile request and distribute federal match funds for all approved child support expenditures.
Develop and distribute Quarterly Monitoring Reports to counties that support the allocation of federal incentives for the child support program performance.
Supporting the purchasing/procurement efforts of the Division of Child Support Services (DCSS).
Tracking and managing all encumbrances within the Division of Child Support Services (DCSS).
Review and payment of invoices.
Accurate and timely financial reporting to federal state and county stakeholders.
Interfacing with the Colorado Department of Human Services (CDHS) Contract Management Audit Accounting Budget and Procurement teams.
Coordinating and supporting state and federal audits of the program.
Providing training to relevant stakeholders as needed.
Providing technical assistance to contractors vendors sub-grantees sub-recipients.
Ensuring compliance with all state and federal rules terms and policies.

Serves as the Unit Supervisor and subject matter expert on all financial policies and procedures for the Division of Child Support Services (DCSS) providing strategic fiscal guidance to the Office of Economic Security (OES) Directors Office and key external stakeholders. These include but are not limited to county governments the Governors Office of State Planning and Budgeting (OSPB) the Joint Budget Committee (JBC) of the Colorado General Assembly and the Colorado Judicial Branch.
Provides expert policy and programmatic guidance to ensure DCSS and intersecting programssuch as Colorado Works the Child Care Assistance Program and the Supplemental Nutrition Assistance Programcomply with federal and state requirements for allowable expenditures. This position provides guidance to Colorado counties administering the Child Support Services which federal regulations and state statutes govern the administrative expenditure costs.
Responsible for delivering timely accurate and actionable financial data to internal leadership and external partners to support effective program and budgetary management.
This position is the Unit Supervisor for budget oversight and management of the fiscal activities of all appropriations and expenditures for the DCSS and OES Directors Office.
The position works closely with Division leadership county administrators the Governors Office of State Planning and Budget (OSPB) the Joint Budget Committee of the Colorado General Assembly (JBC) the Colorado Judicial Branch and OES management providing direction that shapes strategic decisions impacting the state program and county offices involved in delivering child support services. Key areas of authority and responsibility regarding fiscal oversight and reporting include: DCSS audit liaison coordinating data gathering and responses to CDHS and Federal auditors; reporting expenditures and tracking all federal matched funds and incentives for approved child support expenses; and serving as the content expert on federal and state budget polices that impact the child support the role the position serves as the Subject Matter Expert to the Division in its use of the County Financial Management System (CFMS) system to distribute costs or revenues to County Child Support programs; prepares reviews and submits required State and Federal reports; serves as the Unit Supervisor to the Division for fiscal data requests from external stakeholders including the Governors Office of State Planning and Budget (OSPB) the Joint Budget Committee of the Colorado General Assembly (JBC) CDHS Budget County staff; performs analysis and provides strategic insight as the Unit Supervisor to management regarding cost estimates for proposed legislative actions; as Unit Supervisor provides technical assistance and training to county department staff on program financial matters.

Summary of Supervision of Contract & Procurement Duties:
This position serves as the Unit Manager for the Finance & Contracts Unit which includes one additional Contract Administrator. It provides strategic leadership and operational support to OES leadership in all areas of purchasing contracting and procurement.
Responsibilities include but are not limited to:
Oversees and supports the work of unit staff responsible for contract and procurement functions.
Develops and implements procedures to ensure the timely execution of contracts purchase orders and other formal agreements for DCSS and OES Operations
All other duties as assigned

Experience Only:
Eight (8) years of relevant experience in Budget Management Fiscal Oversight Procurement or Contracts
A combination of related education in Public Administration Finance Business Administration or Government Contracts & Acquisition and/or relevant experience in Budget Management Fiscal Oversight Procurement or Contracts equal to eight (8) years
Experience in Public Budgeting of Government Appropriations
Experience Public Budget Design & Implementation
Experience in federal grant award management
Experience in public contracting and procurement
Experience in budgets involving multiple source of funding streams with matching requirements.
Relevant years of State service should be considered as a preferred qualification to be used to determine the top candidates on the referral list. (Partnership agreement 10.1.)
