About ICFs Transportation Practice
ICFs Transportation Practice specializes in addressing complex planning policy and program issues at the nexus of transportation and the environment energy and communities. ICFs work focuses on integrated approaches that support informed transportation decisions addressing mobility safety environmental social and economic effects of transportation. Our work includes strategic planning research policy analysis outreach training and program evaluation for federal state and local governments. We specialize in evaluating the impacts of infrastructure projects programs and government policies; developing transportation plans; implementing transportation programs; and providing strategic assistance. Our work broadly focuses on transportation investment decision-making and planning transportation system management and operations emerging transportation technology mobility management and clean transportation and fuels.
Job Description
We are seeking an on-call Senior Transportation Performance and Evaluation Specialist for ICFs Transportation Practice. This role is responsible for providing senior advisory services serving as a subject-matter expert and/or leading project efforts involving strategic planning performance measurement program evaluation and data analysis within the transportation sector. The Senior Transportation Performance and Evaluation Specialist should bring an in-depth understanding of The Foundations of Evidence-based Policymaking Act of 2018 (the Evidence Act) and methodologies for conducting program evaluation for transportation-related programs. This position also requires experience in strategic planning risk management performance management and policy analysis with an emphasis on transit-related programs. The position also may entail business development activities to expand ICFs work with transportation agencies. While most work will be conducted remotely location in the Washington DC area is desired and the individual may work periodically out of ICFs offices in Arlington Virginia or Reston Virginia.
The position requires experience in the following areas:
Transportation program evaluation.
Strategic planning.
Transportation policy analysis.
Transportation financial analysis asset management and/or economic analysis including risk assessment and benefit-cost analysis.
Key Responsibilities
Providing senior advice for and/or leading the development of innovative accurate timely and high-quality products and services.
Managing task or project schedules and budgets.
Minimum Qualifications
Masters degree in urban planning public policy economics transportation/civil engineering or related subjects or equivalent professional experience.
12 years of professional experience in the transportation industry.
Experience developing or applying methodologies for conducting program evaluation for transportation programs and an in-depth understanding of the Evidence Act.
Professional Skills
Strong oral and written communications skills.
Ability to work collaboratively with project teams and clients to achieve established goals.
Preferred Qualifications
Experience with transportation data analysis and data systems such as the National Transit Database (NTD).
Understanding public transportation programs and associated federal requirements such as related to transit asset management transportation performance management and financial management.

The pay range for this position based on full-time employment is:
