Description of Job

About the Unit
The Professional Services Contract Administrator works in the Engineering Contracts Unit at the Colorado Department of Transportations (CDOTs) Headquarters office in Denver Colorado. The Unit provides professional services and construction contracting services to the Department. The Unit is also responsible for providing training and all necessary support to construction and consultant industry partners and CDOT contract administrators and staff on contracting processes.

About the Position
This position provides expertise in the application and utilization of statutory guidance administrative rules policies principles and practices pertaining to the procurement of contracts for professional services (primarily architectural and engineering). The Contract Administrator is responsible for delivery of the professional service contracts including project advertisement maintenance of the solicitation webpages training of selection panel members on statutory requirements verification of consultant proposal compliance and acting on behalf of the Department to respond to protests award projects and write a variety of consultant contract documents. The Professional Services Contracting Officer also plans tests and implements new software and executive initiatives; negotiates terms and fee percentages; and contributes to public relations with the consultant community. This position develops rules and procedures as conditions change and new methods of business are initiated.

Major duties and responsibilitiesinclude but are not limited to:


Work Environment:
  • Typical hours Monday Friday 8:00 am 5:00 pm
  • Daytime travel during business hours to trainings selections and debrief meetings.
  • 5% overnight travel for trainings
  • Required to drive CDOT vehicles

Experience Only:

OR

Education and Experience:
  • A bachelors degree from an accredited college or university in public administration business administration law or a closely related field of study. (A copy of your transcript showing degree conferral must be submitted to verify this requirement.)
  • AND at least three years of full-time professional contract experience. Contract experience must have included writing new contracts and modification documents as well as processing a high volume of contract documents through an established process.
  • Experience with contracts within Colorado State Government is preferred.
OR

  • A Masters Degree from an accredited college or university in public administration business administration law or a closely related field of study. (A copy of your transcript showing degree conferral must be submitted to verify this requirement.)
  • AND at one year full-time professional contract experience. Contract experience must have included writing new contracts and modification documents as well as processing a high volume of contract documents through an established process.
  • Experience with contracts within Colorado State Government is preferred.

Substitutions:
  • Additional work experience that provided the same kind amount and level of knowledge acquired in the required education will substitute on a year-for-year basis for the required bachelors degree but not for the specific experience..

Preferred Qualifications
TheExceptional Applicantwill be an experienced contract administrator with proven ability or accomplishment in the following:

  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position;
  • Highest work/personal ethics and integrity;
  • Comprehensive knowledge and experience reviewing and monitoring contracts for legal compliance;
  • Comprehensive knowledge and experience drafting contract provisions contract modification documents and routing contracts for execution;
  • Extensive experience writing preparing negotiating coordinating reviewing government contracts;
  • Experience with Federal Code of Regulations Federal Highway Administration (FHWA) guidelines and CDOTs Stewardship Agreement with FHWA Colorado Revised Statutes the Utility Accommodation Code Office of the State Controller (OSC) Guidelines CDOTs Policies and Procedural Directives related to contracts professional services IGAs utilities and railroad contracts;
  • Comprehensive knowledge and experience with the Colorado State Fiscal Rules;
  • Working knowledge of CDOTs SAP/Supplier Relationship Management (SRM) software;
  • Excellent negotiation skills;
  • Superior customers service skills;
  • Skilled and experienced in developing and providing training to diverse audiences.
