Reporting to the Assistant Director of Human Resources the Benefits Analyst is responsible for helping our employees understand and navigate their benefit options including State of Maryland health benefits retirement programs deferred compensation paid time off and tuition remission. Serves as a liaison to the State of Maryland Employee Benefits Division (EBD) University of System Maryland (USM) offices and State Retirement. Provides one-on-one consultative services to onboarding and separating employees. The position will serve as a subject matter expert in Workday for benefits and time off plans.Responsibilities:
Assist employees in understanding and navigating their benefits. Onboard employees through one-on-one benefit counseling sessions. Provide excellent customer service throughout the employee life-cycle from on-boarding life events open enrollment and off-boarding. Maintain expert knowledge on state of Maryland employee health benefits retirement programs life insurance flexible spending plans and paid time off programs. Proactively participates in the USM Benefits Coordinator workgroup. Investigates benefit issues with EBD.
Counsels and assists employees electing to retire. Coordinates with State Retirement ORP vendors and EBD to ensure timely processing of retirement applications. Completes retirement reporting and reconciliation requirements. Coordinates on campus (or virtual) retirement vendor sessions for employees. Must have or be able to obtain and maintain Notary Public appointment.
Serves as UBalt subject matter expert (SME) for Workday benefits and time off plans. Regularly audits data in Workday to prevent and resolve issues responds to tier 1 and tier 2 Workday tickets contributes to MD Connect workgroups responsible for enhancing Workday functionality for benefits and time offs completes bi-weekly SPS benefits report in coordination with HRIS Analyst. Coordinates gathering and reporting of data for annual reports and special studies.
Oversees paid time-off programs coordinates leave transfers with other state agencies and institutions works on complicated leave of absence issues and responds to employee requests regarding leave programs.
Develops communication tools for Open Enrollment and other plan changes impacting employees. Drafts benefit-related policies and procedures. Participates on campus committees.
Minimum Qualifications:
Education: Baccalaureate degree in Business Administration Counseling Human Resources Public Administration or related field that contributes to the incumbents success in the role.
Must pass the State Agency Benefits Coordinator exam and the Retirement Coordinator Certification within 3 months of employment.Must have or be able to obtain and maintain Notary Public appointment.
Experience: Two years of progressively responsible professional-level experience in employment benefits and/or human resources administration.
An equivalent combination of education and directly related experience may be considered.
Preferred Qualifications:
Experience: Administering benefits in a higher education institution or large non-profit/State-funded organization. Familiarity with State of Maryland benefit and retirement programs.
Required Knowledge Skills and Abilities:
Demonstrated knowledge of benefit and retirement programs including premiums and group coverage. Have practitioner-level knowledge of federal and state regulations related to benefit and leave programs. Demonstrated strong problem solving communications and presentation skills. Must be able to utilize Workday and Microsoft products to collect analyze and report on data. Well organized and confident able to work independently but also a strong team player. Must possess strong customer service skills and the ability to maintain confidentiality. Knowledge of human resources procedures. Strong organizational time and project management skills. Ability to perform varied and responsible assignments involving the use of initiative and independent judgment. Preferred: Knowledge of the State of Maryland employee benefits program and administrative procedures.
