Public transportation infrastructure and networks are the lifeblood of community and commerce and at Link NS you will be making a significant contribution to these critical areas.

Reporting to the Executive Director Operations the Manager Real Property is a key member of a team focused on building a culture of excellence and engagement and diversity across Link NS. This position is accountable for the efficient effective and timely delivery of the purchase and sale of real estate easements statutory acquisitions property and land leases issuance of real property licenses real estate agreements and access agreements for the current and future needs of key transportation projects identified in Link Nova Scotias Regional Transportation Plan. The position provides strategic advice to key stakeholders including other government agencies and departments. The Agency also plays a leading role in supporting and coordinating major core government priorities and multidepartment projects and the strategic alignment of priorities.

This is the perfect opportunity for a well-organized and motivated contributor who seeks innovative solutions and provides knowledge and expertise to deliver on Link NSs mandate for the regions future transportation solutions. Outcomes in this role will have a direct and significant impact on the regions ability to provide the movement of people and goods as the province continues its path of population and economic growth.

University degree in Real Estate Business Administration or Commerce and several years of progressive management experience in the areas of acquisition and disposal of real estate real estate appraisal or right of way is required.

As the successful candidate you are a designated . - Professional Appraiser (CRA or AACI) from the Appraisal Institute of Canada with commercial experience. Preference will be given to those with Right of Way experience and designation from the International Right of Way Association. Project management experience is considered an asset.

As the successful candidate you are experienced in acquiring and disposing of real property with minimum disruption and effective re-use where possible. The successful candidate will be an effective communicator negotiator and mediator to be able to engage effectively at all levels of the government organization and the private sector.

You will have comprehensive knowledge of real estate law and applicable legislation such as the Public Highways Act Surplus Crown Disposal Act and the Expropriation Act and are experienced in the heads of claim in the full or partial acquisition of property and the statutory provisions for market value and compensation payable therein.

You have demonstrated success in leading and managing teams and offer a diversity of technical expertise to your role. You thrive in managing a large number of projects and adapt in a fast-paced environment sometimes with competing priorities contentious issues and challenging deadlines. You consistently set clear objectives for your team management team and energize your team to strive towards achieving successful project outcomes and embrace Link NS values in all aspects of their work.

You will ensure the efficient and effective expenditure of funds and formulate and recommend annual budgets for land acquisition and property doing so you will keep current with latest developments in the real estate industry appraisal methods Right of Way practices legislation and policies and procedures and apply this knowledge in the planning and management of acquisition and disposal projects.

As the manager you will provide expert advise on real estate matters responding to inquires from senior government officials various professional staff/experts and the general public regarding provincial landownership property agreements litigation support manage expropriation compensation and settlements and provide property valuations for different purposes on specific properties.

We will assess the above qualifications and competencies using one or more of the following tools: written examination standardized tests oral presentations interview(s) and reference checks.

Pay Grade: EC 12

Salary Range: $3760.89- $4701.11Bi-Weekly
