Lead the Districts Emergency Management Program providing strategic direction and oversight for all major emergency planning efforts including the District Emergency Operations Plan (DEOP) Campus Emergency Operations Plan (CEOP) Facility Emergency Operations Plan (FEOP) Continuity of Operations Plan (COOP) and all related annexes (e.g. Active Shooter Active Threat Train Derailment Hazardous Materials Severe Weather).
Oversee districtwide emergency preparedness and response protocols including the Standard Response Protocol (SRP) Standard Reunification Method (SRM) and all reunification planning and execution across campuses non-instructional facilities and itinerant personnel.
Coordinate the activation and management of the District Emergency Operations Center (EOC) collaborating with internal departments such as Police Maintenance Transportation Food Services Health & Mental Health Services IT Fleet Bond/Construction Risk Management and Operations to ensure a unified and effective response during emergencies.
Direct specialized safety programs including the Storm Shelter Program (in collaboration with the Construction Department) the Traffic Management Program (TMP) and the Cooling Station Programproviding leadership from initial planning and technical guideline development to implementation and post-event evaluation.
Develop and institutionalize district-wide emergency management policies standards and operating procedures ensuring alignment with best practices legal requirements and evolving threats.
Prepare and present critical updates and strategic briefings to the Board of Trustees Superintendent Cabinet-level leadership and the District Safety Committee regarding emergency preparedness response initiatives weather-related risks and compliance reporting.
Lead district efforts in implementing and managing security technology solutions including Silent Panic Alarm Technology (SPAT) Raptor Accountability Raptor Emergency Management Suite and Reunification Toolsensuring seamless integration staff training and system redundancy.
Build and maintain strategic partnerships with Federal State County City and Non-Governmental agencies to facilitate interagency coordination secure emergency resources and recommend adoption of emerging security technologies.
Drive a culture of continuous improvement leveraging performance metrics customer feedback and emerging best practices to advance the districts emergency preparedness posture and readiness levels.
Supervise coach and guide Emergency Management Coordinators Campus-based Safety Coordinators and Specialists setting clear expectations monitoring performance and aligning team efforts with district safety priorities.
Manage campus safety and security systems ensuring that emergency plans equipment and protocols are consistently implemented maintained and aligned with district standards.
Oversee the comprehensive training programs and emergency drills tailored to the needs of campuses administrative sites and itinerant staff with a focus on practical readiness and coordinated response.
Foster collaborative engagement with cross-departmental teams identifying training needs planning joint exercises and ensuring operational readiness across all district sites.
Bachelors Degree from an accredited university in Emergency Management Information Systems Business Administration or related field required.
Masters Degree from an accredited university preferred.
Five or more years of direct experience in security systems telecommunications or systems administration required.
Three to five or more years of progressive leadership responsibilities required.
Leadership skills with the ability to communicate a vision that inspires and motivates support staff and aligns with Operation Services business strategy.
Effective influencing and negotiation skills in an environment where resources are not within direct control.
Excellent analytical critical thinking planning and execution skills.
Experience in budget planning and financial management.
Deep understanding of current and emerging security technologies and how other enterprises are employing them.
