Position Summary
The primary purpose of the Hazardous Materials Manager is to manage the hazardous waste radioactive waste mixed waste Toxic Substances Control Act ( TSCA ) waste medical waste universal waste and materials recycling for The University of North Carolina at Chapel Hill. This position manages the University Treatment Storage and Disposal ( TSD ) facility located at the University including the management of regulatory compliance obligations associated with the facility Resource Conservation and Recovery Act ( RCRA ) Part B Permit obligations National Pollutant Discharge Elimination System ( PDES ) Stormwater Permit facility obligations and the Nuclear Regulatory Commission ( NRC ) radioactive waste general permit obligations associated with the storage decay and management of the radioactive component(s) of the waste in compliance with the NRC general license requirements. This position acts as a liaison with federal state and local regulatory agencies.
Required Qualifications Competencies And Experience
NC Class C or higher valid Commercial Drivers License with a hazardous materials endorsement. This position is Emergency Duty Adverse Weather Essential and Communicable Disease Mandatory On-site Primary. Occupational Safety and Health regulations require persons working at a hazardous waste treatment storage and disposal facility ( TSDF ) have a one-time 40 hour Hazardous Waste Operations and Emergency Response ( HAZWOPER ) training in addition to 8 hour annual refresher training. The RCRA Part B Permit for The University of North Carolina at Chapel Hill TSDF requires personnel to be trained in accordance with 40 CFR 270.14(b) (12) and 40 CFR 264.16 requirements on an initial and annual basis as well. 40 Hour OSHA HAZWOPER training certification and annual refresher training. RCRA hazardous waste training certification and annual refresher training.
Preferred Qualifications Competencies And Experience
B.S. in Environmental Science or Engineering discipline or a closely related field and a minimum of ten (10) years of progressive experience in hazardous waste and hazardous materials management. At least 5 years environmental regulatory compliance experience in the interpretation application and management of compliance obligations associated with managing hazardous waste and transporting hazardous materials at a major research institution. Preferred candidate will hold Certified Hazardous Materials Managers ( CHMM ).
