The Residential Services Supervisor is the designated representative of the Director of Housing and Residential Services in maintaining a high standard of quality of life for participants of the residential program. Responsible for ensuring all aspects of the residential services system is meeting all regulatory standards and that the essence of these standards also result in a high quality of life in the physical social and emotional domains. Serves as advisor to the Director of Housing and Residential Services on all matters related to welfare of participants risk management staff development and quality assurance initiatives needed.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  1. Responsible for all aspects of group home operations in CCARCs Residential Program in concert with the Director of Housing & Residential Services.
  2. Ensures that all licensing requirements are operational and that verifiable (written) accountability procedures exist. This includes LTRC ALF HUD USDA and other governmental requirements as applicable.
  3. Ensures that staffing patterns meet minimum requirements. Works hand in hand with Human Resource Department to hire staff.
  4. Provides monthly direct care staff schedules and on call schedules to staff under their direct supervision; maintains staffing ratios as required for each home. Designs and distributes direct care staff schedules for vacations holidays and special events. Coordinates vacation leave time for staff and ensures coverage for vacancies.
  5. Carries on call phone; responds to call and is available to manage staffing situations as they rare instances will be available to complete a shift if relief staff is unavailable. Monitors staffing needs 24/7 ensuring staff to client ratios are maintained per regulatory requirements at all times.
  6. Monitors event reports provided monthly by Human Resources; ensures staff complies with requests for missing information - references training etc. - in a timely manner.
  7. Ensures that staff have received orientation and training prior to assumption of their duties within the residential program to include the following:
    • General Resident Issues: habits preferences behavioral issues adaptive skills parental/guardianship relationships.
    • Medication: location when and how they are given reasons for medication charting ordering medication.
    • Food/Meals: menus location of food and utensils special diets cooking for a large group serving food snacks etc.
    • Emergencies: what constitutes an emergency accident/injury sexual acting out sickness fire making emergency calls.
    • Facility Petty Cash and Resident Funds: requesting funds receipting funds proper and improper use of funds and periodic reconciliation of facility petty cash funds.
    • Administrative Procedures: incident reports seizure reports daily logs weekly reports.
    • Transportation/Vehicles: licensing basic safety procedures routine maintenance transportation log accident/injury routine care of the vehicle.
  8. Ensures that staff receive specific orientation in the following areas:
    • Principles of Normalization
    • Orientation to Mental Retardation and other Developmental Disabilities
    • Emphasis on the importance of good hygiene
    • Guidelines on Behavioral Management
    • The Bill of Rights for Retarded Persons
    • Emergency procedures (including Comprehensive Emergency Management Plan)
    • Developmental Disabilities Abuse Act
    • Title VI of the Civil Rights Act of 1964
    • The use of fire extinguishers
    • Section 504 Rehabilitation Act of 1973
    • PL 94-142 Education for all Handicapped Children Act
    • Policies and Procedures Manual
    • Core assurances to include specific attachments)
    • Individual choice/rights issues
    • Client grievance procedures
    • Self assessment protocol
    • Development and implementation of IPP (if applicable)
    • Service Delivery Outcomes
    • Personal Outcome Measures
  9. Ensures that staff have all basic personnel requirements fulfilled to include: application and work history physical TB Tine or chest x-ray references background checks and other basic requirements for continued employment. Serves as a liaison in this capacity with Human Resources.
  10. Inspects residences on a regular and on-going basis and makes observations and follow-up as necessary. Inspections will include general cleanliness maintenance issues and safety and security. Documents the above on a monthly basis.
  11. Directly supervises all group home Resident Managers in his/her designated area.
  12. Ensures all residential habilitation is being carried out on a regular basis with data collection. Samples two (2) client files per month and submits this information to the Director.
  13. Conducts monthly meetings with the Resident Managers and responds to their needs and those of the residents in their respective residences on an as needed/as appropriate basis. Maintains minutes of those meetings.
  14. Maintains regular contact with the Director of Housing & Residential Services regarding all salient issues involving the Residential Program. The above is documented by a monthly report to the Director.
  15. Acts as a liaison with parents families and relatives.
  16. Responsible for safety program for facility personnel including maintaining a safety manual and providing for follow-up monitoring.
  17. Responsible for disaster preparedness including fire hurricane and tornado drills.
  18. Ensures resident adequacy for self-preservation.
  19. Responsible for securing on-going in-service training in the following areas:
    • CPR First Aid Heimlich maneuver
    • Dietary/Food Service to include:
    • Menu planning
    • Cycle menu
    • Basic food and nutrition
  20. Ensures the adequacy of the Food Service Program in each facility on a monthly basis with specific regard to portion nutrition adequacy variety personal choices and preferences and menus.
  21. Maintain a protocol developed in concert with the Director of Housing & Residential Services in each facility for responding to medical emergencies that is specific practical and responsive. This protocol will be resident specific and designed to respond to the resident even if complaints or symptoms are subtle or not voiced by the resident.
  22. Ensures that a healthy positive atmosphere exists in all the houses and that occupants are treated in a manner that preserves and protects their rights and dignity.
  23. Assures that all residential buildings and programs are in compliance with the Americans with Disabilities Act (ADA) particularly as it relates to a barrier free environment.
  24. Monitors quality assurance in the following ways:
    • Monitor and review client training programs in conjunction with behavioral staff. Make suggestions to Behavioral Supervisor to increase effectiveness and success of such procedures.
    • Develop and implement motivational programs and procedures to encourage and enhance staff productivity.
    • Elicit staff input regarding effectiveness of training procedures to improve and enhance the training objectives of client programming and coordinate with Behavioral Supervisor.
  25. Functions as advocate for client rights and reports potentially infringing situations to the Director and/or other appropriate staff.
  26. Is a member of the Health & Safety and Internal Audit meeting standing committees.
  27. Maintains a problem list which is designed to monitor any on-going customer issue which is not subject to immediate resolution. The problem list can cover any aspect of a resident lifestyle to include: health/dental issues personal needs personal preferences training issues etc.
  28. Conducts monthly meetings with residents in each facility to promote the concept of resident government. The purpose of such meetings is to deal with customer concerns complaints preferences likes and dislikes. Customers will also be advised of upcoming events and activities associated with the Key Center and the community. Maintains minutes of these meetings and submits them to the Director.
  29. Performs other essential duties as assigned or required.

SUPERVISORY RESPONSIBILITIES

Directly responsible for the supervision of Resident Managers in their assigned locations; indirect supervision of all direct care staff in their respective areas.

QUALIFICATIONS To perform this job successfully an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE

Bachelors Degree in Social or Behavioral Sciences from an accredited college or university preferred OR an Associates Degree in the Social or Behavioral Sciences from an accredited college or university. A minimum of four (4) years of experience working with developmentally disabled individuals or a related environment. Supervisory experience in a developmental setting may be substituted for education on a year for year basis.

CERTIFICATES LICENSES REGISTRATIONS

Valid Florida drivers license with a safe driver rating.

OTHER SKILLS AND ABILITIES

  • Ability to deal courteously tactfully and efficiently with residents families staff members and the general public.
  • Emotional stability and maturity with a genuine interest in working with residents.
  • Knowledge of life-safety and infection control protocols.
  • Willingness to comply with in-service training or other mandates.
  • T.A.C.T. Certification and/or training (within one year of assuming the Residential Services Supervisor position).
  • Knowledge of building and fire safety codes.
  • Knowledge of all applicable accreditation requirements.
  • Aptitude for setting operational/administrative priorities.
  • Knowledge of the Americans with Disabilities Act (ADA).
