Job Title: Superintendent of Schools Location:DistrictJob Group:AdministratorPay Level:ExemptReports To: Board of School Directors Summary: Serves as the Districts Chief Executive Officer and the Boards primary advisor. Responsible for general oversight of the educational leadership financial management and compliance staffing professional development and related systems of the District. Works closely with the Board under Policy Governance to create a strategic direction for the District and plans and implements processes and actions to achieve long- and short-range goals of the District with an overriding awareness of concern for their impact upon each individual students education. Essential Duties and Responsibilities: Serves as the District Educational Leader: Identifies in cooperation with the Board the educational goals objectives and policies of the District. Focuses the resources of the District to achieve the student results stated in the District Ends Policy. Demonstrates a commitment to action under the Districts equity policy(s) including diverse staffing monitoring of student group outcomes exploration and application of evidence-based interventions for traditionally disadvantaged student groups provision of professional development opportunities for faculty and leadership and ongoing attention to equity in learning opportunities and supports for all general supervision of all educational programs and related activities. Supervises educational research to ensure the appropriate dissemination and application of such information including but not limited to: the use of data related to needs assessment and/or evaluation of instructional activities. Serves as the primary liaison with Federal State and/or local agencies for all education-related matters. Establishes school boundaries (i.e. redistricting) in accordance with state statute and district goals. Implements all courses of study curriculum guides major changes to instructional materials and time schedules to be used in the school system. Monitors and reports to the Board the Districts progress on meeting its Ends. Provides training programs (through subordinates) to further the Districts educational goals safety and efficiency. Provides for the documentation of such training. Serves as Chief Executive Officer: Accountable for the faithful execution of all District responsibilities as specified by contracts statute rules regulations programs and policies and informs the Board when changes may affect the District. Attends when convenient and adjudged of value meetings at regional state and national levels. Participates in Board and committee meetings unless participation is not required by the Board. At the Superintendents discretion he/she may periodically appoint a designee to attend. Advises the Board on new and/or revised processes. Implements approved policies and reports to the Board any departures from said policy through Monitoring Reports. Directs the development of the annual operating budget presents the budget to the Board for approval and implements the approved budget. Maintains fiscal integrity and protects District assets with fairness and respect for all while operating the District within executive limitations and keeping the Board appropriately informed. Ensures adequate District records are maintained such as: financial accounts business and property records personnel school population and scholastic records. Acts as custodian of these records and of all contracts securities documents title papers books of records and the like belonging to the Board. Recommends to the Board any actions related to appropriations for sites and building including: improvements alterations and changes to buildings and equipment. Ensures compliance with personnel services and recordkeeping requirements: Recommends salaries positions and personnel assignment or reassignment required for the Districts proper to the Board the most qualified applicants for employment. The Superintendent shall approve other appointments of employees not requiring Board action. Ensures that job descriptions are completed and that employees are evaluated according to established criteria on a routine and regular basis Ensures adherence with recordkeeping requirements for hiring promotions and professional development. Oversees administrative functions for certified and non-certified as a community leader and primary liaison to the school community: Informs the public about educational practices trends policies practices and issues impacting the community or District. Represents the District while working collaboratively with other school systems businesses community organizations and regional and State agencies in order to enhance student learning. Seeks support and alternative funding sources for such services. Maintains knowledge of modern educational thought and practices through advance study visiting other school systems attending educational conferences meetings and other appropriate means. Delegates to District employees at his/her own discretion the exercise of any powers or the discharge of any duties with the knowledge that the delegation of power or duty does not relieve the Superintendent of final responsibility for the action taken under such delegation. Performs other tasks as may from time to time be assigned by the Board. Supervisory Responsibilities: Directly supervises administrators and assigned support staff. Responsible for the overall direction coordination and evaluation of the District programs. Carries out supervisory responsibilities in accordance with the Districts governance structure policies and applicable laws. Certificates Licenses and Registrations: Vermont Superintendent Endorsement must be acquired by start date. Education and/or Experience: Masters Degree plus graduate administrative studies a minimum of ten years classroom teaching and five years administrative experience. Assistant superintendent experience preferred. Principal experience at a large school preferred. Teaching experience Skills: The ability to communicate clearly and concisely both in oral and written form and the ability to read analyze and interpret periodicals technical procedures and regulations is essential. The ability to clearly present information and respond to questions from individuals and groups of staff parents and the general public is necessary. Mathematical Skills: The ability to calculate figures and amounts such as discounts interest proportions percentages area circumference and volume and to apply basic math concepts is required. Reasoning Ability: The ability to define problems collect data establish facts and draw valid conclusions is essential. The ability to interpret a variety of instructions in various forms and deal with several abstract and concrete variables is necessary. Other Skills and Abilities: The ability to apply knowledge of current research and theory in the educational and administrative fields is necessary. A demonstrated ability to establish and maintain effective working relationships is essential. Demonstrated leadership organizational and managerial skills are necessary.
