Description

The National Heart Lung and Blood Institute (NHLBI) provides global leadership for a research training and education program to promote the prevention and treatment of heart lung and blood diseases and enhance the health of all individuals so that they can live longer and more fulfilling lives. The Institute creates and supports a robust collaborative research infrastructure in partnership with private and public organizations including academic institutions industry and other government agencies. The Institute collaborates with patients families health care professionals scientists professional societies patient advocacy groups community organizations international organizations and the media to promote the application of research results and leverage resources to address public health needs and reduce the burden of heart lung and blood diseases worldwide.

The NHLBI Project Management Office (PMO) was established within the Office of Management (OM) to provide program and project management support to key programs across the Institute. The PMO prioritizes support for strategic programs which are defined as complex high priority NHLBI-wide programs funded by an Other Transaction Authority (OTA) or multiple mechanisms. The PMO also provides project management/coordination for other high priority or NHLBI-wide projects and working groups.

Position Objective: Provide services as a Project Coordinator in support of the overall functions of the National Heart Lung and Blood Institute (NHLBI) Project Management Office (PMO) within the National Institutes of Health. Experienced staff members of the organization with demonstrated ability in providing project management and coordination support as described in the SOW. Must have an adept understanding of project management principles and techniques. Must possess the organizational and communication skills and attention to detail required to effectively coordinate projects across a wide range of stakeholders. Must have experience documenting and maintaining project management processes tools and templates to strengthen an organizations project management approach.

Duties and Responsibilities:

  • Support agenda development and capture and distribute informal and formal meeting minutes with action items and decisions. Discussion in meetings often includes complex scientific concepts and terminology.
  • Record and track action items through completion.
  • Identify track and record risks as well as mitigation measures and ensure proper elevation to key stakeholders and decision makers.
  • Facilitate and coordinate program meetings.
  • Assist with development and management of program charters plans and timelines.
  • Assist with development of program materials and content for program briefings and meetings.
  • Develop dissemination strategies and action plans for key work products related to the program or project.
  • Facilitate program management and knowledge management by managing a shared document repository.
  • Assist with government financial tracking and reporting.
  • Provide support to integrate cross-functional work across NHLBI and NIH Work Groups.

Qualifications

Basic Qualifications:

  • This role must have a bachelors degree in an applicable field (e.g. science public health business or project management).
  • Minimum of 3 years of demonstrable experience in portfolio program and project management support. If degree is not in a science-related field at least 3 years of that experience must be in a biomedical pharmaceutical biotech academic medical center or health-related organization.

Minimum Qualifications:

  • Operational program/project management experience for a federal agency strongly preferred.
  • Experience with Other Transactions Authority (OTA) preferred.
  • Ability to communicate effectively orally and in writing with non-technical and technical staff.
  • Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects.
