Project Background

Under the Brazil Value-Enhancing Reforms for Development and Ecological Sustainability (VERDES) Climate Policy-Based Financing program PATH is supporting the Asian Infrastructure Investment Bank (AIIB) and the Government of Brazil to strengthen preparedness and response to climate-related health risks with a particular focus on extreme heat and air pollution. Key areas of work include climatehealth early warning systems (EWS) risk communication institutional coordination and knowledge exchange.

About the Position

PATH is seeking a Consultant Climate and Health to provide technical expertise and strategic implementation support for climatehealth activities under the VERDES program in Brazil. The consultant will work closely with PATH and AIIB teams to plan coordinate and deliver high-quality technical outputs related to climatehealth early warning systems risk communication and capacity building. The consultant is expected to bring strong technical knowledge experience working with government counterparts and the ability to translate evidence into actionable recommendations for policy and practice.

Key Responsibilities

1. Project Planning Coordination and Technical Oversight

  • Lead planning and coordination of climatehealth activities in close collaboration with PATH and AIIB.

  • Develop a detailed work plan aligned with VERDES objectives and timelines.

  • Provide technical oversight to ensure quality coherence and relevance of all deliverables.

  • Coordinate across tasks partners and stakeholders to ensure timely delivery.

2. Design of ClimateHealth Early Warning System (EWS)

  • Lead the design of an integrated climatehealth EWS for extreme heat and air pollution in Brazil.

  • Conduct desk reviews and assessments of existing warning response and surveillance systems.

  • Engage relevant government institutions (health meteorology environment disaster management).

  • Facilitate a one-day in-person multi-stakeholder co-creation workshop.

  • Support the development of an EWS blueprint including institutional roles data flows alert thresholds decision triggers and last-mile communication considerations.

3. ClimateHealth Risk Communication Strategy and Toolkit

  • Support the development of a practical climatehealth risk communication strategy for state and municipal health authorities.

  • Work with risk communication experts to define key messages target audiences (including vulnerable populations) communication channels and dissemination protocols.

  • Support the development of a risk communication toolkit for use during extreme weather and climate-related health events.

4. Knowledge Exchange and Capacity Building

  • Support structured knowledge exchange on global and regional best practices related to climatehealth preparedness.

  • Co-design and convene 12 thematic virtual webinars (e.g. climatehealth EWS heat action planning climate-resilient health systems).

5. Final Synthesis and Reporting

  • Consolidate findings lessons learned and recommendations across workstreams.

  • Prepare a concise final synthesis report for submission to AIIB.

Required Qualifications and Experience

  • Masters degree or higher in Public Health Environmental Health Urban planning Architecture International Development or a related field.

  • Minimum 5 years of relevant professional experience in climatehealth health systems strengthening disaster risk management or related domains.

  • Strong understanding of climate-related health risks particularly extreme heat and air pollution.

  • Experience supporting international financial institutions or large-scale policy programs is an asset.

Skills and Competencies

  • Strong analytical writing and synthesis skills.

  • Excellent oral and written communication skills in English (Portuguese proficiency is an asset).

  • Strong coordination and project management skills.

  • Ability to work independently while collaborating effectively with multi-disciplinary multi-country teams.

  • Ability to engage senior technical and policy stakeholders with credibility and clarity.

Level of Effort and Duration

  • Level of Effort: Approximately 80 days over 7 months

  • Duration: January July 2026

  • Deliverables and timelines will be mutually agreed upon at the time of contracting.

Location and Travel

  • Location: Remote

  • Travel: The consultant may be required to undertake up to 2 field trips to Brazil or other locations as needed and 2-3 trips within India to support stakeholder consultations and dissemination workshops.
