We are seeking a Procurement Consultant with specialized experience in Request for Proposal (RFP) development and management. The consultant will play a critical role in designing and executing fair transparent and competitive procurement processesensuring that RFPs are strategically aligned with project goals.
Key Responsibilities:
- Collaborate with internal stakeholders to define procurement needs technical specifications and evaluation criteria.
- Lead the end-to-end development of RFPsincluding drafting scope of work selection methodology instructions to bidders and contractual terms.
- Ensure RFPs are compliant with relevant policies and procurement guidelines.
- Design templates and tools to streamline the RFP drafting and review process.
- Provide guidance on risk management and ensure due diligence in supplier selection.
- Build internal capacity by training teams on best practices for RFP design and evaluation.
- Contribute to procurement planning reporting and audit readiness as needed.
Qualifications:
- Bachelors or Masters degree in Public Administration Business Administration Finance Law Engineering or a related field is required.
- Specialized training or certification or experience in public procurement is preferred.
- Strong familiarity with State Government procurement systems frameworks and compliance requirements is essential.
- Good understanding of relevant General Financial Rules (GFR) Manual for Procurement of Goods/Works/Consultancy and state-specific procurement guidelines is a strong asset.
- Excellent writing and analytical skills with attention to detail and clarity.
- Strong understanding of fair and transparent procurement principles.
This position will be based in New Delhi India.
