THOR Solutions is actively seeking a
Logistics Specialist to support ROC-M Program Logistics efforts at the Commander Naval Surface Forces Atlantic (COMNAVSURFLANT) Maintenance and Engineering (N43) in
Norfolk VA. In this role the candidate will provide expertise and services to support the maintenance modernization and engineering of surface vessels.
This position is associated with an upcoming contract that THOR is pursuing with an estimated award/work start around the first week of September 2025. We are conducting preliminary contingent hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.Typical Responsibilities:- Provide direct CASREP material expediting and Logistic Support Center Program support assistance to afloat Supply Officers.
- Monitor and report the ordering shipment and receipt of high priority material from all Commander Surface Fleet Atlantic (CNSL) ships to align and support ships operational schedules modernization installations and port workload capacities.
- Liaise with US Navy Ships Supply Officer and supply departments as well as counterparts at Fleet Forces other Navy TYCOMs Naval Sea Systems Command (NAVSEA) Defense Logistics Agency (DLA) NAVSUP WSS Priority Material Office (PMO) Port Engineers (PE) and Maintenance Teams (MT) CNSL Type Desk Officers support contractors and other CNSL staff codes in matters pertaining to material readiness.
- Maintain awareness and understanding of 2Kilos MILSTRIP and Casualty Reports (CASREP) and how they affect ship performance and future risk to mission accomplishment. Review and recommend corrections to ships MILSTRIPs and supply data portion of Casualty Reports (CASREP).
- Update and track pertinent ships NORS requisitions within the N4S access database MS SharePoint and excel spreadsheets with information gathered from Navy databases such as MFOM PMO OneTouch FedMall Logi-Quest Open Architecture Reporting System (OARs) eCASREP as well as information gathered from Item Managers and DLA Surface Forces Support.
- Monitor all active NORS requisitions within websites such as FedMall OneTouch PMO Fleet Status Report and familiarity with R-Supply and N-ERP procedures.
- Provide Logistics Management Support to CNSL N4S C5I and HM&E subject matter experts on pertinent logistics research as well as assisting in updating databases and spreadsheets.
- Attend pre-deployment teleconferences simultaneously for CNSL Ships (AMPHIB LOG and CRUDES LOG) and provide logistics data for the specific ships being discussed.
- Liaise with Immediate Superior-in-Charge (ISIC) and Carrier Strike Group (CSG) staff for material readiness requirements and priorities for deployed and CONUS ships. Maintain awareness of ships schedules and make recommendations to CNSL/CNSP DLA and NAVSUP of requisition prioritization.
- Attend monthly NAVSUP Drumbeat Meeting to discuss difficult-to-find material Fleet-wide headhunters and obsolete NIINs.
- Maintain inventories and recommend sourcing from multiple satellite warehouses.
- Track and adjudicate all CNSL Active Ships Cannibalization Requests and recommend appropriate courses of action to ensure no unnecessary degradation of Fleet assets.
- Consolidate track and maintain Decommissioning Ships authorized harvested materiel list.
- Provide training to Shipboard Supply Departments on best practices and lessons learned.
- Provide on-site subject matter expert response to in-person telephone or e-mail inquiries or concerns regarding ROC-M Logistics Management Specialist support.
Location: Onsite in Norfolk VA.
Travel Requirements: Up to 25% travel is anticipated to CONUS and OCONUS locations dependent upon customer requirements and schedule.
Typical Physical Activity: Primarily desk/computer work in an office environment. Periodic visits to waterfront/shipboard environments. May involve: repetitive motion traversing shipboard environments (e.g. confined spaces ladders hatches) speaking or vision.
US Citizenship Required:Due to the requirements of the federal contract that this position supports U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.
Existing Security Clearance Required:This position requires a DoD Secret security clearance. A qualified candidate must already possess an active or interim Secret security clearance.A candidate with especially strong relevant experience but no active security clearance may still be considered but work start would be dependent upon a new Secret clearance being awarded.
Typical Knowledge Skills and Abilities:- Bachelors degree in engineering business or other related scientific/technical discipline.
- Ten (10) years experience as a US Navy Supply Corps Officer at the shipboard Department Head level or equivalent.
- Completed Supply Officer Basic Qualification Course (BQC) and Supply Officer Department Head Course (SODHC).
- Two (2) years experience specifically with TRANSCOM (MSC AMC SDDC) and the unique procedures and supply support required to sustain US Navy ships including load-outs replenishments by air and surface shipments overseas replenishment and support as well as the normal CONUS support procedures required for all customers.
- Two (2) years experience using Navy and DoD website and online systems and Naval message writing software.
- Detailed knowledge and five (5) years expertise of Navy C2 Command relationships administrative and correspondence policies instructions and regulations required.
- Proficient with common productivity software including the Microsoft Office suite.
- Excellent communication skills.
