You will be updated with latest job alerts via emailOutside Ins Employment & Education Resource Center (ERC) is an integrated career development program that works to help youth ages 18-25 move out of poverty and homelessness. ERC provides a variety of work readiness and job search activities job retention coaching post-secondary support and an accredited alternative school (Urban Ed). The Employment & Education Manager oversees and manages the employment and education services opportunities and resources provided to youth participants. Program design and development contracts and grants coordination with partners staff supervision and evaluation of program outcomes are all elements of this position.
Essential Duties
Hire train coach and supervise ERC staff
Facilitate effective and empowered teamwork among the staff
Coordinate staff schedules to ensure adequate program coverage
Work with the team to plan services and improvements for the ERC to meet the desired outcomes stated in contracts
Ensure quality provision of the range of employment and education services offered
Oversees and assures alternative school accreditation with the State of Oregon
Provide performance feedback to program staff throughout the year and at through regular formal performance evaluations
Lead program development for employment/education services to youth up to the age of 25
Review and update program offerings to meet needs of the population e.g. living wage career track entry level work opportunities and educational supports
Serve as the program representative at workforce development-related meetings
Maintain strong relationships with program funders and community partners
Oversee multiple contracts and funders monitor all contracted outcomes and ensure timely completion of funding applications and reports
Monitor overall program budget and spending
Serve as a member of the Youth Department Leadership team to integrate programs and coordinate services
Model and coach youth worker core competencies
Link and coordinate with self-sufficiency benefits housing medical mental health and alcohol and drug resources as needed to support youth persistence in employment and education activities
Ensure smooth functioning of daily operations
Work with entire ERC team to facilitate an integrated career development approach continuous improvement and relevance of the program in meeting youth needs and contractual agreements
Support agency mission and goals and the operational functioning of the Youth Department
Demonstrate commitment to excellent customer service continual learning and quality performance
Maintain professional boundaries and performance at all times
Perform other duties as requested
Knowledge and Skills
Knowledge
Working knowledge of diversity equity and inclusion initiatives.
Working knowledge of Oregon Educational and Employment systems.
Working knowledge of budgets grant writing and monitoring.

Spanish fluency preferred
Education and Experience
Bachelors degree or equivalent required
Masters degree preferred
Current Oregon State Teaching License
At least 3 years experience including at least 2 years program coordination and supervision experience
At least 1 year experience providing direct service to homeless youth or other marginalized populations
Knowledge and understanding of adolescent development Positive Youth Development Approach Trauma Informed Care Stages of Change Theory Motivational Interviewing and harm reduction preferred
Experience working with youth populations (ages 18 25)
Working Conditions
This position is usually located in a typical office and school environment with moderate noise.
Physical Requirements
Exerting up to 25 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift carry push pull or otherwise move objects. Regular use of hands and fingers to type. Talking and hearing standing sitting and moving from place to place is required on a regular basis.
