Our client requires a Quality Engineer at the Devonport site in Plymouth. The role will be hybrid but flexibility will be required in line with project demand. Below is an overview of the position:
Job Summary:
Quality Engineer shall work with project management team (PMT) and support Project Quality Manager (PQM) in delivering an effective efficient and proactive Quality Management System to enable project success. This shall include establishing project QMS KPIs and metrics performing root cause analysis problem solving techniques identifying lesson learned auditing engineering procurement construction commissioning processes and project quality management domain. The SQE shall also support in establishing and maintaining quality system requirements of vendors/ contractors on the project.
Major Responsibilities:
Develop and maintain Project Quality Management System (QMS) to ensure compliance with quality assurance standards guidelines and procedures in each assigned task.
Develop/review project quality program/plan and the manage arrangements for key milestones demonstrating solid progress against established QMS.
Lead quality initiatives and activities on the project by coordinating with PMT and other stakeholders to ensure management goals and objectives are met.
Prepare/review quality-related procedures prepared on the project to ensure compliance with the project quality program/plan.
Identify quality training needs and provide/deliver trainings to project personnel assigned to the project.
Plan/conduct/participate in the project quality and technical audits to verify the effectiveness of the project quality program/plan.
Recommend actions to project personnel to correct identified quality deficiencies and ensure the effectiveness of action taken.
Coordinate with client/contractor/vendor for project quality related activities.
Support PQM/PMT in quality assurance audits conducted by the client management or regulatory agencies.
Facilitate/participate in various critical project reviews. i.e. KASE gate review constructability review Model review etc. Coordinate with project team for implementation and close out of action items resulted from these critical reviews.
Facilitate project for Technical/Execution Risk assessment and associated deliverables etc.
Identifies quality problems initiates documented action and verifies implementation of solutions for effectiveness.
Establish review and monitor project key performance indicators (KPIs) for any declining trends and support to take appropriate correction and preventive action as necessary and verify the effectiveness of action taken.
Conduct/participate in Apparent Cause Analysis and Root Cause Analysis as required.
Review of material/service requisitions technical bid evaluation and supplier submittals are in conjunction with quality management system requirements.
Participate in kick off / Pre-inspection meetings with vendors / suppliers as required.
Participate in pre-qualification audits and assessments on potential/new vendors and contractors as required.
Establish and maintain implementation of the Lesson Learned program and capture new lessons during the execution of project.
Prepare periodic quality reports on the effectiveness of the quality program/plan implementation.
Prepare reports/presentation for project management reviews.
Manage corrective action program (i.e. Closed Loop Corrective Action) on projects for identifying and reporting of quality events and track for its closure to prevent recurrence.
Defines and implements quality system tools and procedures to support work processes.
Maintains quality metrics/goals for the organization and provides performance feedback.
Education and Experience Requirements:
Relevant Bachelors degree is preferred in Engineering Science Project/ Quality management Business management or related field. (required) Masters degree (advantage).
Membership of an appropriate professional body would be advantageous.
As a minimum successful completion of an ISO 9001 Auditor Course. (required).
Understanding of ISO standards i.e. ISO14001 / ISO 9001 / OHAS 18001/ISO 45001.
Applicable certification in Quality e.g. Six Sigma (Green/ Black Belt) Lean skills Certified Quality Manager (CQM) (advantage)
Required Knowledge and Skills:
Significant experience in overseeing the design development and implementation with leadership experience in an EPC Energy Infrastructure Nuclear or related industry encompassing activities associated with engineering procurement and construction of critical products projects or services.
Demonstrated experience with design controls design verification and validation activities process controls construction or start-up activities and risk management.
Good knowledge of Project Quality Management System ISO 9001 certification at an enterprise level.
Strong analytic skills with practical knowledge of how to identify key performance quality metrics to set targets for maintaining a state of compliance while identifying areas for improvement.
Proven data analysis data verification and problem-solving abilities. Experience with statistical reporting and analysis. Demonstrated ability to apply data driven decisions to execute sound business acumen.
Ability to interact effectively and professionally at all levels of the organization (e.g. executives managers subject matter experts peers and support staff)
Ability to develop and lead process implementation and improvement in a team environment. Understanding of product quality improvement using tools such as Six Sigma Lean methodologies etc.
Demonstrated ability to plan organize lead and monitor a wide variety of team efforts to their successful conclusion. Excellent coaching listening presentation and interpersonal skills.
