Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

The Clinical Engineering (CE) Program provides strategic and operational leadership in the planning implementation management and support of medical equipment technology across the province. This includes all aspects of medical equipment lifecycle management: planning and acquisition installation preventive and corrective maintenance and eventual disposal or replacement. This role requires a regional/provincial perspective balancing strategic objectives with operational demands to ensure safe reliable and cost-effective medical equipment services across the healthcare system.

Services provided by the Clinical Engineering Program include:

  • Capital equipment planning and consultation (e.g. new construction upgrades and major equipment introductions).
  • Life-cycle management of medical equipment including incoming inspection repair modification and upgrades.
  • Technical evaluations business case analysis for competing service models and vendor management.
  • Risk management in compliance with applicable medical device statutes and safety regulations.
  • Overseeing the performance assurance program of preventive maintenance performance verification and safety testing).
  • Support for incident investigations recalls and alerts.
  • Technical education and consultation for end users and clinical programs.
  • Guidance to senior leadership on complex and emerging technologies.

The Provincial Manager Clinical Engineering reports to the Provincial Director Equipment Planning Implementation and Lifecycle and leads a team of Clinical Engineers responsible for supporting service delivery organizations (SDOs) sites and clinical programs with medical equipment management services.

Working as part of the provincial CE leadership team the Manager is responsible for:

  • Providing leadership and managing human resources for a team of clinical engineers including hiring training and performance.
  • Assisting in the development and management of the ongoing strategy for annual prioritization of medical equipment.
  • Leading the clinical engineering team in support of medical equipment implementation throughout the province liaising with operational stakeholders and other Shared Administrative Services as necessary. Assists with tracking implementation timelines and budgets escalating delays and/or budget issues to Senior Leadership.
  • Supporting collaboration with Supply Chain capital Planning Building Systems Engineering Project Design & Delivery and other stakeholders to develop the most appropriate strategy and approach for medical equipment procurement and implementation including participation on RFP work groups or committees capital projects and other advisory roles as needed.
  • Ensuring alignment with regional and provincial priorities policies and clinical requirements.

Experience

  • Five years experience directly related to Clinical Engineering with a minimum of two years experience in a position of significant responsibility required.
  • Advanced education may be considered in lieu of experience.

Education (Degree/Diploma/Certificate)

  • Masters degree in Clinical or Biomedical Engineering required.
  • A recognized credit course in Project Management within 2 years of incumbency if not previously obtained.
  • A course in Management / Supervisory Skills within 3 years of incumbency if not previously obtained.
  • Formal training in strategic planning concepts and principles preferred.

Certification/Licensure/Registration

  • Must be registered and maintain registration at all times with the Association of Professional Engineers and Geoscientists of the Province of Manitoba. If not immediately registered as a Professional Engineer the incumbent must obtain the designation of Professional Engineer within 1 year of meeting all eligibility requirements of the Association.
  • Membership in at least one of the following organizations is required: the American College of Clinical Engineering (ACCE); the Canadian Medical and Biological Engineering Society (CMBES); the Association for the Advancement of Medical Instrumentation (AAMI); the Institute of Electrical and Electronic Engineers (IEEE).
  • Clinical Engineering certification from the Healthcare Technology Certification Commission or equivalent within 1 year of meeting all eligibility requirements of the Commission preferred.

Physical Requirements

  • May be required to work safely in a typical computerized office environment with frequent meetings.
  • May be required to travel throughout the service area requiring a valid Manitoba drivers license and use of a personal motor vehicle.
