Manages and supervises team personnel performing the analysis design development implementation evaluation presentation and revision of new and/or modified training devices training curricula simulation software or technical publications.
Essential Job Functions
- Schedules daily workload for assigned personnel and supervises employees assigned to their project.
- Conducts regular status meetings with production team members and consistently recognizes and acknowledges the contributions of team members.
- Identifies issues regarding potential budget and schedule conflicts and provides input to the Program Manager. Makes recommendations to improve schedule budget and manpower to resolve unforeseen challenges.
- Develops a Work Breakdown Structure (WBS) when required to establish a project development structure.
- Translates Work Breakdown Structure (WBS) into an MS Project Plan and provides a structured format to gather work activities. Identifies and explores task interdependencies with the Program Manager and key stakeholders.
- Ensures all deliverables developed within the division are routed through the complete QA review process. Ensures materials produced are in accordance with standards specified by the contract/delivery order.
- When designated attends meetings and planning conferences in the absence of the Department Director or Program Manager. May be required to conduct briefings and have direct interface with primary Company customers. Delivers organized and informed presentations.
- Responsible for maintaining timesheets of assigned employees using the DELTEK timekeeping system. Performs periodic audits of all timesheets for employees under his or her purview verifies times discovers mistakes and approves timesheets at the conclusion of each pay period. Reviews and approves expense reports filed by employees under his/her purview. Uses Impromptu Reports to verify man-hour projections.
- Assists the Department Director and/or Program Manager in monitoring budgeted resources for contract delivery orders assigned to the division and to subcontractors. Analyzes monthly costs (invoices PSRs DO Summary) to track and plan costs.
- Screens resumes and holds screening interviews for potential new employees in the division.
- Provides indoctrination training and guidance for new employees in the division.
- Completes performance evaluations for assigned personnel. Makes recommendations for merit increases and bonuses. Recognizes strong performers and document accordingly. Assists Department Director in disciplining poor performers counsels and documents appropriately.
- Ensures all employees under his or her purview complete annual HR training security training safety training OPSEC training and other training as required by the LSI Board of Directors.
- Assists in the preparation of other company presentation efforts as required.
- May be required to assist in the preparation of various proposal efforts within the company including the development of the Integrated Master Schedule (IMS) and WBS. Possesses a thorough understanding of LSIs products services and capabilities. Communicates effectively with customers to identify needs and evaluate alternative business solutions and opportunities.
- Writes and submits lessons learned throughout the life of the project to formally document successes failures and challenges so that these can be shared with other project managers.
- Must be capable of safely handling government-furnished equipment and materials.
- Must be available to work a standard weekly schedule with overtime as required.
- Perform other duties as assigned.
Supervisory Responsibilities
- May be required to help subordinates determine and execute career development plans. May be required to act as a mentor to other junior project managers.
- Keeps the Department Director and Human Resources informed regarding employees leave of absences. Approves and stays informed of employee Personal Time Off (PTO).
- Assists Director in handling difficult personnel situations using appropriate discretion tact HR advice and respect for the individual.
- Attempts to relocate LSI project team members to other projects as required following project completion.
- May be required to review complete and sign project legal documents.
