The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.
The Office of Placement Administrations (OPA) is identified as the sole source of referrals for foster care placement of children placed or remanded to the case and custody of ACS. OPA seeks placement for children in all five boroughs of New York City. A Placement Specialist at OPA is responsible for liaising with provider agencies to expeditiously secure safe and appropriate placement for children entering foster care. The placement specialist troubleshoots placement related issues with providers and addresses issues that may cause delays with placement. This is accomplished via the provision of crucial placement information and regular advocacy for the placement of children in the community as well as at the Nicholas Scoppetta Childrens Center.
The duties of the Placement Specialists will be:
- Pay special attention to details on all aspects of the placement process
- Present children in the best possible light to contract agencies throughout the placement process
- Maintain contact with intra agency staff consisting of Child Family Specialist Case Managers case planners and other OPA staff
- Utilize all data bases including Placement Module WMS LTS CCRS CAS Connections Docushare and e-mail
- Organize case records according to office guidelines gathering information electronically as well as by phone and adhering to office regulations of time and leave

CHILD WELFARE SPECIALIST - 52369
Qualifications :
1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in one or a combination of the following fields: social work psychology sociology human services criminal justice education (including early childhood) nursing or cultural anthropology with at least 12 of these credits in one discipline.
Requirements for Assignment Level II
a. Upon satisfactory completion of six months of training and experience at Assignment Level I an employee shall be assigned to Assignment Level II.
b. Upon completion of one year of satisfactory experience at Assignment Level II of Child Welfare Specialist and satisfactory completion of the probationary period an employee shall receive no less than the minimum salary after 18 months in title.
c. To be appointed directly to Assignment Level II a candidate must have in addition to meeting the minimum qualification requirements set forth above one year of satisfactory child welfare casework experience.
