Job Description
The Transportation Planning and Management Division (TPM) is responsible for the safe efficient and environmentally responsible movement of people and goods on the Citys streets supporting the larger goals of economic and social vitality for people living working and doing business in New York City. The Divisions responsibilities include planning street design technical analysis signs transit development freight mobility and markings ensuring the safety of motor vehicle occupants pedestrians and cyclists. TPMs Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers Urban Designers Planners Asset Managers Inspectors Administrators Analysts and others to evolve and maintain the curb geometry and street plans for all NYCs 6300 miles of roads create and maintain official pavement marking and concrete island plans and oversee the application and refurbishment of NYCs 250 million linear feet of pavement markings (stripes messages colored surface treatments for bus/bike/plaza etc.).
The Director of Design Policy and Guidance will be based in the TPMs Design and Construction (D&C) unit and play a pivotal role in managing various aspects critical to infrastructure development. This role entails spearheading the research and development of infrastructure design quality and safety standards across all projects as well as be responsible for evolving the agencys geometric design policy offering comprehensive guidance support and innovative options for the NYC Street Design Manual (SDM). By fostering a culture of continuous improvement the Director ensures that the SDM remains a dynamic and responsive resource reflective of the citys evolving needs and challenges.
The Director will work on special projects that are beyond the scope of current design guidelines such as shared streets cycling boulevards woonerfs plaza designs transit-ways modal filters traffic diverters contra-flow facilities. The ideal candidate will demonstrate experience in developing designs that promote multi-modal addition to these responsibilities the Director role involves conducting training sessions for DOT staff on urban design guidance empowering the workforce with the knowledge and skills necessary to uphold the departments commitment to excellence in infrastructure design and development. Through strategic leadership and collaboration with all units within TPM the Director of Design Policy and Guidance drives the departments mission forward facilitating the creation of a safer more efficient transportation network for the residents of New York City.

Preferred Skills
1)Proficiency in interpreting and implementing engineering standards and regulations with a strong understanding of industrys best practices. 2) Experience in managing complex technical documentation systems and processes ensuring accuracy accessibility and compliance. 3) Familiarity with urban design principles and practices particularly in the context of transportation infrastructure and streetscape design. 4) Demonstrated expertise in pavement marking standards and practices including materials selection application methods and maintenance protocols. 5) Proven track record of conducting effective training sessions and workshops with the ability to communicate technical concepts clearly and engagingly to diverse audiences.6) Strong project management skills including the ability to prioritize tasks manage timelines and coordinate resources effectively to meet objectives. 7) Experience in collaborating with multidisciplinary teams including engineers planners architects and policymakers to develop integrated solutions for infrastructure challenges. 8) Knowledge of emerging trends and technologies in transportation engineering and design with a focus on sustainability resilience and equity. 9) Excellent communication and interpersonal skills with the ability to build relationships negotiate effectively and advocate for innovative solutions within and outside the organization.

This position is eligible for remote work up to 2 days per week pursuant to the Remote Work Pilot Program agreed to between the City and DC37

ADM CITY PLANNER (NON MGRL) - 1005A
Qualifications :
1. A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning at least eighteen (18) months of which must have been in a managerial capacity; or
2. Education and/or experience which is equivalent to 1 above. However a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis. Graduation from an accredited United States Law School may be substituted for two (2) years of non-managerial
experience.
