Job Description

Position Information

The City of Turlock is accepting applications for the position of Maintenance Worker I. Under direct and general supervision to perform unskilled semi-skilled and skilled tasks in the construction operation maintenance and repairs of public works and related facilities; general building maintenance and custodial duties; grounds work in parks landscaping and streetscaping; street and storm water facilities; sidewalk and signs; and perform other necessary work as required to meet City needs. This classification series is assigned to the Miscellaneous bargaining unit for labor relations purposes and is subject to overtime call-back and standby assignments.

This is the entry level class in the Maintenance Worker series. Positions in this class will usually perform most of the duties required of Maintenance Worker I and II; however as compared to the Maintenance Worker II is not expected to function at the same skill level and will usually exercise less independent discretion and judgment on matters related to work procedures and methods. Work is usually supervised while in progress and fits a pattern which has been established and explained before the work is started. Generally changes in procedures or exceptions are explained in detail as they arise.

Immediate supervision is provided by the Division Supervisor. Functional or technical supervision is received from other higher-level maintenance staff.

An eligibility list will be established from this recruitment that will be valid for six (6) months. All employees are required to serve a twelve (12) month probationary period.

Essential Functions

Duties may include but are not limited to the following:
  • Performs a variety of unskilled semiskilled and skilled laboring tasks in the construction operation and maintenance of streets parks storm ponds buildings and related City owned equipment facilities and other properties.
  • Cleans and performs maintenance on wastewater treatment plant grounds and associated equipment.
  • Performs ground maintenance such as irrigation installation and maintenance planting mowing edging trimming pruning weeding staking trees and shrubs of parks and streetscapes.
  • Maintain plantings grounds and buildings.
  • Turn on valves or set irrigation system clocks to water lawns trees and shrubs.
  • Mix and apply herbicides pesticides and fertilizers utilizing appropriate containers and equipment provided for such purposes.
  • Clean and maintain restrooms building floors walls ceilings windows fixtures pick up litter and dump garbage.
  • Mow and edge lawns utilizing a variety of equipment including: push mowers gang mowers deck mowers gas edgers and tractors with attachments.
  • Repair and maintain park playground equipment; perform plumbing and cement work; repair sprinklers and aerators which require the use of hand tools and small motorized equipment.
  • Operate a variety of equipment used in park and landscape maintenance work; perform routine preventative maintenance on equipment.
  • Operate a variety of hand and power tools which could include edgers saws drills floor buffers vacuums and blowers used in building and grounds maintenance.
  • Assist in setting up and taking down tables chairs decorations etc. for City sponsored activities.
  • Maintain and prepare athletic fields.
  • Performs unskilled and semiskilled carpentry plumbing electrical welding necessary in maintaining park sites buildings facilities and grounds.
  • Repair and patch streets by loading asphalt raking and shoveling asphalt operating asphalt spreader and applying hot tar crack sealant.
  • Install traffic buttons reflectors and signs.
  • Operate equipment on routine assignments or on a training basis including backhoe compressor street sweeper vac-all truck loader and paint sprayers.
  • Participate in concrete work such as curb gutter and sidewalk repair.
  • Paint walks curbs intersections and signs.
  • Clean debris from culverts ditches and right-of-way.
  • Set up maintain and remove barricades; direct traffic.
  • Clean and care for tools and equipment.
  • Prepare tint and mix paints for painting and spraying.
  • Perform leaf removal from City Street trees utilizing a variety of mechanized equipment including front end loaders.
  • Trim and take out trees utilizing chain saw pole saws and stump grinders.
  • Remove dead broken and undesired branches and tops of trees using saws axes and other tools both hand and powered.
  • Service assigned equipment by checking oil pressure fuel and tire conditions.
  • Assist and train less experienced personnel.
  • Perform related duties as assigned.

Knowledge Skills and Abilities

Knowledge of:

  • Basic uses and purposes of tools materials and equipment used in buildings streets grounds and parks maintenance.
  • Basic knowledge of plumbing carpentry and electrical work.
  • Safety precautions used in hazardous construction work.
  • Basic tree trimming methods techniques equipment and procedures.
  • Operation and use of a variety of light to heavy mechanical equipment such as trimmers mowers tampers backhoes rollers tractors compressors loaders and graders including safety precautions and practices.

Ability to:

  • Understand and carry out oral and written instructions required for successful job performance.
  • Communicate clearly and concisely both orally and in writing.
  • Perform semi-skilled tasks in the construction and maintenance of streets and related public works facilities parks landscape areas streetscapes and buildings.
  • Perform heavy physical labor.
  • Operate a variety of tree trimming equipment and tools.
  • Establish and maintain effective working relationships with others contacted during the course of work.
  • Operate a variety of parks streets and building maintenance equipment mechanical equipment hand tools power tools and vehicles in a safe and effective manner.
  • Learn to mix and apply pesticides and herbicides in a safe and effective manner
  • Work independently in the absence of a supervisor.
  • Lift on a frequent basis 25 pounds and an infrequent basis 40 pounds.

Experience and Education

Experience:

One year of increasingly responsible work involving construction maintenance and repair of equipment and facilities as described herein.

Education:

High School Diploma or GED Certificate.

License:

Possession of an appropriate valid California Drivers License and proof of automobile liability insurance at the time of appointment to be maintained as a condition of continued employment. Ability to obtain a Class B Drivers License within nine (9) months from date of employment to be maintained as a condition of continued employment.

Certificate:

Training for the following certificates will be provided by the City.

  • Flagger Traffic Control OSHA 1598-1599 within 12 months of appointment.
  • HAZMAT First Responder Awareness within 12 months of appointment.

PHYSICAL REQUIREMENTS:

Maintain the following physical abilities: see well enough to read and write view computer screens make observations. Use of hands and fingers for use of computer keyboard copy machine filing writing answering telephones operating hand and power tools driving vehicles and heavy equipment; hear well enough to converse on the radio telephone and in person assisting customers; body mobility to walk bend stand crouch or climb for extended periods of time and to operate assigned equipment and vehicles and perform heavy manual labor for extended periods able to work at elevated heights for extended periods able to tolerate extreme fluctuations in temperature while performing essential functions and be able to lift equipment as necessary.

SELECTION PROCESS

3. Applications will be reviewed for possession of the minimum the event that a large number of applicants possess the minimum qualifications applicants who appear to be the most qualified based on their breadth and recency of experience will be invited to compete in the testing process.

4. Candidates invited to compete in the testing process may be required to take a written examination which is based on a pass/fail the event that a large number of candidates pass the written examination the City reserves the right to invite a percentage of the top scoring candidates to compete in the next phase of the testing process the oral examination. The oral examination is tentatively scheduled for the week of September 1 2025.

5. Candidates who are invited to participate in the oral examination and receive a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list will be based solely on the results from the oral exam.

6. Completion of a practical exercisemay be conducted in order to further evaluate skills relating to essential job functions.

7. Top candidates on the eligibility list will be referred to the Municipal Services Director for an interview.

8. Final appointment will be contingent upon passing the following: reference review medical examination which includes a drug/alcohol screening hearing exam and vision exam.

VETERANS PREFERENCE SYSTEM

The City of Turlock has adopted a veterans preference system (effective January 1 2002). The percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict up to a maximum of five (5) points and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict regardless of length of service. To receive preference points applicants must provide supporting documentation and proof of honorable no event shall an applicant receive more than a five (5) point adjustment. This request should be made in section #12 of the employment application form. A copy of your DD214 must be attached for this request to be considered.

MEDICAL EXAMINATION AND FINGERPRINTING

The incumbent will be required to take a medical examination including a drug/alcohol screening and be fingerprinted.

BENEFITS

Accrual of one day (eight (8) hours) for each month worked.
Retirement:
Qualified candidates who are currently a CalPERS member or have been a CalPERS member within the last six (6) months or are subject to reciprocity with another eligible retirement plan may be a classic member and may be enrolled in the Citys 2.7% @ 55 plan. Employee pays employee contribution rate of 9% on a pre-tax basis. CalPERS final compensation may be based on the highest twelve (12) continuous months of qualifying employment. Non-classic or new members will be enrolled in the 2% @ 62 plan and CalPERS final compensation will be based on the highest thirty-six (36) continuous months of qualifying employment.
Deferred Compensation:
The City will match employees contribution up to one half of one percent (0.5%) of the employees base salary for each pay period in which employee contributes to the program.
Retiree Health Savings (RHS) Vantage Care:
Two (2) percent of the employees base payroll will be deposited in each individuals RHS Vantage Care account.
Health:
The City offers a generous health prescription vision and dental insurance plans for employees and dependents.
Continuous Service Pay:
Beginning with the tenth (10th) year and every year thereafter 1.5% of base salary.
Beginning with the fifteenth (15th) year and every year thereafter 1.5% of base salary. Beginning with the twentieth (20th) year and every year thereafter 1.5% of base salary.
