Description of Job

About the Work Unit

The Right-of-Way Unit exists to define acquire and manage real property for the development and maintenance of the State transportation system in Region 3 and to provide guidance support and oversight of local agency transportation projects.

About the Position

This position is an advanced professional who oversees all aspects of land survey utilized in project design and development and completion of Right-of-Way plans and legal descriptions created by the unit or consultants and ensures these plans and descriptions comply with CDOT standards which include the Colorado Revised Statutes for Land Surveys and Plats. The position certifies plans and descriptions prepared under the positions charge by signing and stamping with a current valid Colorado Professional Land Surveyors Seal. The position also directs identifies plans reviews and approves control topographic and land boundary surveys relating all coordinate information to geodetic coordinates using the Global Positioning System (GPS) and the Colorado High Accuracy Reference Network (CHARN). The position is responsible for identifying and monumenting land boundaries and recording the same in the public records at the county where the property is located. The position is responsible for NPS contracting of survey and plan professional services; issuing and administering task orders; coordinating planning and scheduling work product; responding to public requests under the Colorado Open Records Act; assisting the Region and Statewide Property Management Division with survey plans and property ownership; overseeing managing and developing the Region UAS program; and coordinating planning and reviewing the survey plans legal descriptions and title work required for State and Local Agency projects. The position provides recommendations to CDOT management on the direction of CDOTs essential and complex programs and projects. This position is a recognized expert upon which CDOT relies in its project development. This position may require consulting with CDOT Project Manager and resolution of survey related issues on CDOT construction projects. This position will supervise ROW survey and plans staff by assigning tasks setting goals reviewing work evaluating performance hiring training and managing leave expenses and ensuring the quality and efficiency of their work through coaching and mentoring. This team currently consist of one PLS and two survey technicians.


Your duties and responsibilitieswill include but are not limited to the following:

  • Plans and assigns work and supervises a Land Survey / Right-of-Way Plans Unit which conducts land surveying services from initial project scoping and control survey through final Right of Way plans and monumentation.
  • Resolves complex land survey and property ownership by utilizing land surveying principles and by applying state statutes pertaining to land surveying and real property law.
  • Provides professional land surveying expertise and support to Resident Engineers on all Region 3 projects involving surveys and Right of Way Plans.
  • Provides leadership to facilitate Statewide federal and Regional policies procedures and guidelines regarding CDOT ROW and facilities.
  • Provides survey plan support from project scoping through completion of construction including providing survey costs and time estimates preparing estimates negotiating consultant and employee man hours communicating with field crews to help solve problems implementing technological advancements monitoring project costs and charges and coordinating with appraisal and acquisition units.
  • Ensures that survey plans and activities comply with federal and state rules regulations and/or laws.
  • Participates in Engineering project team meetings.
  • Supervises employees in the Survey/Right-of-Way Plans unit including conducting employee performance reviews; developing and revising employees position descriptions; initiating hiring transfers and promotions; interviewing; approving employee time leave requests and expense reports and initiating disciplinary actions.
  • Prepares selects or recommends training for Survey / Right-of-Way Plans Unit.
  • Provides consultant contracting and management including participating in the Request for Proposal (RFP) process consultant selection and task order process.
  • Researches survey records held by private companies city county state and federal agencies; evaluates and incorporate the information gained from the research into survey/ plans projects.
  • Checks analyzes and approves field and office data and plans acquired from surveyors or consultant surveyors to ensure correctness.
  • Prepares various survey reports monument records survey control diagrams and project correspondence; signs and seals when necessary.
  • Other duties as assigned.

Work Environment:

  • Your schedule will primarily be 8:00 am 5:00 pm work hours Monday-Friday with the opportunity for a flexible schedule

  • Opportunity to occasionally work from home after training is completed

  • Approximately 10% spent in the field 90% spent in the office

  • Travel required during work hours throughout Region 3

  • Occasional overnight travel 3-5 times a year throughout Colorado

  • Required to operate CDOT vehicles

Minimum Qualifications


  • A valid Professional Land Surveyor License from the Colorado State Board of Licensure for Architects Professional Engineers and Professional Land Surveyors. Professional Land Surveyor License number must be provided in the application.
  • ANDone year of experience as a licensed professional land surveyor.
  • A current valid drivers license is required for this position as it requires operating a state or personal motor vehicle to perform one or more essential functions of the position.
