HEALTH DISASTER PREPAREDENESS PROGRAM SUPERVISOR
(HCA Program Supervisor II)
Salary may be negotiable within the range listed above based on position requirements and successful candidates qualifications subject to appropriate authorization.

This recruitment will establish an open eligible list to fill current and future HCA Program Supervisor II vacancies. This recruitment may also be used to fill similar and/or lower-level positions throughout the County of Orange.
THE AGENCY

Under the direction of the Agency Director a new and dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services Behavioral Health Services Correctional Health Services Specialized Medical Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community.
HEALTH DISASTER PREPAREDNESS
The Health Disaster Preparedness (HDP) section is part of EMS division and is responsible for planning HCAs overall preparedness and response to a potential disaster affecting public health environmental health behavioral health or the medical health systems in Orange County. HDP is funded through a variety of federal grants. HDPs emergency preparedness functions consist of all-hazards planning including bioterrorism pandemic influenza natural disasters and other County health-related disasters.
THE OPPORTUNITY
The HDP Program Supervisor II will work in the HDP section and is funded through the Hospital Preparedness Program (HPP) and Public Health Emergency Preparedness (PHEP) grants. The position is responsible for coordination of the HDP programs goals and objectives. The HDP Program Supervisor II will be responsible for emergency planning preparedness mitigation response and recovery efforts for HCA. The position will report directly to the HDP Chief and may supervise section personnel.

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will have four (4) or more years of emergency management experience in disaster preparedness planning and/or response including one year in a supervisory capacity.
Possession of a bachelors degree in emergency management emergency services disaster preparedness public health health services administration or a closely related field is desirable but not required.
In addition the ideal candidate will possess extensive knowledge and/or experience in the following core competencies:

PHYSICAL MENTAL AND ENVIRONMENTAL CONDITIONS
Physical Requirements
Vision sufficient to read standard text read a computer monitor; speak and hear well enough to communicate clearly and understandably in person over the telephone and in small groups; independent body mobility to stand sit walk stoop and bend to access a standard office environment; manual dexterity to use hands arms and shoulders repetitively to operate a keyboard and to write.
Mental Requirements
Possess the ability to independently reason logically to analyze data reach conclusions and make recommendations; possess the ability to remain calm and appropriately focused in rapidly changing and difficult situations involving conflict complex issues controversy and diverse stakeholder groups and interests; possess the ability to deal calmly and effectively with emotional interactions.
Environmental Conditions
Will be required to interact with clients; work in an office environment and/or a secure facility.
