BOLI has an opening for one HR Generalist (Human Resource Analyst 2) position in the Commissioners Office. This position will be based in our Portland office. The successful candidate may also be eligible to work a hybrid schedule.
This is a permanent full-time management service position. This recruitment may be used to fill additional vacancies as they occur.

What You Will Be Doing
Below is a sampling of job duties. It is not meant to encompass all duties.
Serve as the primary point of contact in the Human Resources section for classification and compensation projects and questions which includes performing classification analysis conducting desk audits and reviewing position descriptions and classification specifications and allocating positions within the statewide classification system
Function as the agency HRIS Workday expert ensuring the accuracy of Workday entries and updates for the agency
Provide support to the agencys Executive Leadership program managers and staff by supporting appropriate position allocations and classification support
Ensure appropriate compensation by applying the pay equity job guidelines consistent with guidance for DAS
Serve as the primary point of contact in the Human Resources section for all recruitment activities
Provide confidential technical and administrative support to the HR Director and BOLI leadership and management in the areas of collective bargaining labor/employee relations personnel policies and procedures development position management control and workforce management planning and analysis

Working Conditions:
Business office environment when working from a BOLI or state office. Work schedule is Monday through Friday (8:00 am to 5:00 pm) though may work beyond normal working hours to include occasional weekend morning or evening work. Interruptions due to limited privacy and nature of position -state travel to field offices in the course of performing position responsibilities and to attend training seminars and other HR-related activities. Involves interaction with frustrated or upset employees regarding a variety of personnel issues. Uses computer applications to accomplish work. Extensive use of personal computer record keeping and interoffice communications.
This position is a one-of-a-kind position in a small agency where there is minimal back up support. As such this position may be called upon to perform a variety of HR duties as needed to support uninterrupted services to the public and to agency employees.
This Is What You Need to Qualify:
A bachelors degree in Human Resource Management Organizational Behavior or Development Business or Public Administration the Applied Behavioral Sciences Industrial Relations or a job-related course of study determined by the appointing authority and two years of Human Resource professional-level experience related to the position
OR
Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and three years Human Resource professional-level experience related to the position
OR
Five years Human Resource experience related to the position. Three of the five years must have been at the professional level
Substitutions:
A masters degree in any of the above listed courses of study may substitute for one year of professional-level experience.
The State Certified Human Resources Professional (SCHRP) certification awarded by the Oregon Chief Human Resources Office substitutes for six months of human resource professional-level experience.
Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.
Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional human resources experience.
The ideal candidate will possess the following desired skills and attributes:
Extensive experience working with classification and compensation including position description development and consultation developing classification reviews and allocations and advising managers and leadership of strategic position management and organizational structures
Experience working closely with labor organizations and represented staff responding to grievances conducting desk audits and preparing written and verbal correspondence to communicated impactful and confidential information
Experience working with an HRIS system pulling records and auditing employee/HR records
Experience promoting and supporting diversity equity and inclusion efforts in a Human Resource setting

Additional Information
Per the Pay Equity Law passed in 2017 a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience education training and certifications documented in the application materials. On average candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
The salary range listed is the non-PERS eligible rate. If youre already a participating PERS member or once you become PERS eligible after 6 months of employment the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
