Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

The Manager Change Management leads and manages the facilitation and delivery of transformation and change initiatives and projects across Enterprise Commercial Management (ECM) including leading the development and implementation of a change management framework. Understands ECMs evolving business environment and its impact on the workforce delivery partners and key stakeholders. Ensures process technology and organizational changes from within ECM or groups across the enterprise are proactively identified monitored and introduced in a planned and measured way. Develops and delivers an effective change program that builds buy-in and provides the tools processes communication and ongoing support needed to enable a successful transition to the desired future state ensuring teams are equipped to fulfill their mandate.

What will I be doing

  • Lead and execute change initiatives as assigned ensuring alignment with the overall strategy and timely delivery of project milestones.
  • Provides overall direction to leaders through efficient and effective change programs and planned activities (e.g. stakeholder needs assessments impact assessments people risk assessment communication and training) at program project and team levels.
  • Designs deliverables for team interventions training engagement communications and performance and ensures staff thoroughly understand the rationale for business changes whats in it for them and impacts (e.g. process operating model technology org. transitions behaviours).
  • Responsible for establishing strategies methodologies and tools to support and monitor change and looks for trends to guide sustainment activities.
  • Manage the pipeline of assigned initiatives and determine when the business has the optimal capacity to ingest change across programs projects and teams create and manage a schedule of change activities in portfolio.
  • Proactively identify and report people issues and risks and recommend appropriate mitigation plans/strategies including oversight and communication of new initiatives reduce impacts of unplanned changes and mitigate disruption to affected staff.
  • Creates tailored change and transformation plans based on understanding the clients needs and by partnering effectively with ECM client groups and HR.
  • Provides stakeholders with people change expertise coaching and guidance to influence and ensure leaders have capacity to lead their teams through change in all initiatives projects and activities.
  • Works with business stakeholders to identify and document processes and roles impacted by the implementation of changes develop overall strategies for communication and engagement.
  • Monitors and reports change adoption to stakeholders and develops remedial interventions as required for continued sustainment.
  • Monitors program and project progress to deliver objectives on time and within budget and achieve anticipated business results.
  • Provides management oversight and direction to staff consultants and project teams (e.g. defines team member roles responsibilities and expectations); delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; manages staff and monitors work assignments to ensure adherence to timelines/milestones builds buy-in to launch new service offerings and drives continuous improvement of the broader team.

What Skills and Qualifications Do I Need

  • Completion of an undergraduate degree (Business Organizational Behaviour or a related discipline) or a combination of education training and experience deemed equivalent
  • Demonstratedprogressive experience in change management practices team effectiveness practices and leading an organization in the development and administration of transformationalprograms and projects with a high degree of consultation and collaboration preferably in the public sector or management consulting.
  • Change management certification such as Certified Change Management Professional (CCMP) or equivalent from accredited institution is an asset. Project Management Professional (PMP) is an asset.
  • Proven ability to lead mentor and develop teams while applying change management principles to guide organizations through transformational initiatives and transitions effectively.
  • Skilled in managing multiple large-scale projects simultaneously ensuring adherence to timelines budgets and performance objectives in dynamic environments.
  • Strong interpersonal political acumen and relationship management skills to influence without authority manage stakeholder expectations and drive behavioral and process change across diverse audiences.
  • Demonstrated ability to analyze complex business impacts solve problems and make sound decisions that align with organizational goals and values.
  • Skilled in creating impactful presentations reports and communications to effectively engage and align leaders teams and stakeholders at all levels.
  • Proficient in leveraging tools such as MS Office (Word Excel PowerPoint etc.) MS Visio and collaborating in cross-functional matrixed environments to deliver superior results.
